San Joaquin Valley Air Pollution Control District <br /> The SJVAPCD is the agency primarily responsible for assuring that national and state ambient air quality <br /> standards are not exceeded and that air quality conditions are maintained in the SJVAB. Responsibilities of the <br /> SJVAPCD include the preparation of plans for the attainment of ambient air quality standards,adoption and <br /> enforcement of rules and regulations concerning sources of air pollution,issuing permits for stationary sources of <br /> air pollution,inspecting stationary sources of air pollution and responding to citizen complaints,monitoring <br /> ambient air quality and meteorological conditions, and implementing programs and regulations required by the <br /> CAA and the CCAA. In an attempt to achieve national and state ambient air quality standards and maintain air <br /> quality, the SJVAPCD has completed the 1994 Ozone Attainment Demonstration Plan(amended in 2001), 1997 <br /> PMro Attainment Demonstration Plan, 1997-1999 PMto Progress Report, 2000 Ozone Rate of Progress Report, <br /> 2000 Annual Progress Report, and the 2000 Triennial Plan(SJVAPCD 2001). <br /> The SJVAPCD has developed the Guide for Assessing and Mitigating-Air Quality Impacts(SJVAPCD 1998), <br /> which it applies to projects within the SVAB under SJVAPCD Regulation VIII. The guide sets forth Basic, <br /> Enhanced, and Additional Control Measures that SJVAPCD requires be implemented during the construction of <br /> all projects in the SJVAB to control dust and other emissions during construction. The SJVAPCD considers <br /> compliance with these measures as sufficient to avoid significant construction emission impacts within the <br /> SJVAB. These control measures are listed below. <br /> • Basic Control Measures(to be implemented at all construction sites) <br /> • All disturbed areas,including storage piles,which are not being actively used for construction purposes, <br /> shall be effectively stabilized of dust emissions by applying water or chemical stabilizer/suppressant or <br /> covered with a tarp or other suitable cover or vegetative ground cover. <br /> All on-site unpaved roads and off-site unpaved access roads shall be effectively stabilized of dust <br /> emissions by applying water or chemical stabilizer/suppressant. <br /> • All land clearing,grubbing,scraping,excavation,land leveling,grading, cut and fill, and demolition <br /> activities shall be effectively controlled of fugitive dust emissions using application of water or by <br /> presoaking. <br /> • All exterior surfaces of buildings shall be wetted during demolition. <br /> • When materials are transported off-site, all material shall be covered, or effectively wetted to limit visible — <br /> dust emissions,or at least 6 inches of freeboard space from the top of the container shall be maintained. <br /> • All operations shall limit or expeditiously remove the accumulation of mud or dirt from adjacent public <br /> streets at the end of each workday. (The use of dry rotary brushes is expressly prohibited except where <br /> preceded or accompanied by sufficient wetting to limit visible dust emissions. Use of blower devices is <br /> expressly forbidden.) <br /> • Following the addition of materials to, or the removal of materials from,the surfaces of outdoor storage <br /> piles,piles shall be effectively stabilized of fugitive dust emissions using sufficient water or chemical <br /> stabilizer/suppressant. <br /> • Trackout shall be immediately removed when it extends 50 or more feet from the site and at the end of <br /> each workday. <br /> Any site with 150 or more vehicle trips per day shall prevent carryout and trackout. <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR — <br /> Air Quality 4.12-14 San Joaquin County <br />
