Mountain House Community Services District Design Manual 2002 <br /> The MHCSD Design Manual does not contain relevant measures or standards related to air quality. <br /> SIGNIFICANT IMPACTS IDENTIFIED IN THE MOUNTAIN HOUSE MASTER PLAN AND SPECIFIC PLAN I <br /> FINAL EIR <br /> The MHMP EIR identified the following significant air quality impacts before mitigation associated with <br /> implementation of the MHMP: <br /> The project would increase regional emissions of criteria pollutants through new vehicle travel and new area- <br /> source emissions associated with residential and industrial uses in excess of threshold levels established by <br /> the San Joaquin Valley Unified Air Pollution Control District. <br /> The project would cause a potentially significant increase in the potential for nuisance complaints resulting <br /> from adjacent agricultural activities. <br /> The project would cause a less-than-significant increase in the potential for odor-related land use conflicts. <br /> The project would cause a less-than-significant increase in CO along streets and intersections providing <br /> access to the project site. <br /> The project would cause significant emissions of PMio during construction. <br /> 4.12.3 SIGNIFICANCE THRESHOLDS <br /> For the purpose of this analysis,the following applicable thresholds of significance from the SJVAPCD Guide for <br /> Assessing and Mitigating Air Quality Impacts(SJVAPCD 1998) are used to determine if the proposed project <br /> would result in a significant air quality impact: <br /> Short-term Increases in Regional Criteria Pollutants.Construction impacts would be significant if <br /> appropriate, feasible construction control measures in compliance with Regulation VIII as listed in the <br /> SJVAPCD Guidelines are not incorporated or implemented. <br /> 0 Increases in Toxic Air Contaminants. TAC impacts would be significant if the project would expose the <br /> public to substantial levels of TACs so that the probability of contracting cancer for the Maximally Exposed <br /> Individual would exceed 10 in 1 million and/or so that ground-level concentrations of non-carcinogenic toxic <br /> air contaminants would result in a Hazard Index greater than 1 for the Maximally Exposed Individual. <br /> Increases in Odorous Emissions. Odor impacts would be significant if the project has the potential to <br /> frequently expose members of the public to objectionable odors. <br /> Increases in Local Mobile-Source CO Concentrations. Local mobile-source impacts would be significant <br /> if the project contributes to CO concentrations that exceed the State Ambient Air Quality Standard of 9.0 ppm <br /> for 8 hours or 20 ppm for 1 hour. <br /> Long-Term Increases in Regional Criteria Pollutants.
