► Policy 113 Stationary Source Noise Impacts
a. The industrial,and commercial, or public facility land uses proposed as part of the Specific Plan SP III —
project shall be designed to ensure that outdoor equipment does not result in an exceedance of 55 dBA Lq
during daytime hours(7 a.m.to 10 p.m.)or 50 dBA Ley during night-time hours(10 p.m. to 7 a.m.)at off-
site noise-sensitive receptors. These noise levels shall be lowered by five dB for simple tone noises or for _
noises consisting primarily of speech or music.
Final Supplemental EIR for Delta College Center at Mountain House 2002 (Mitigation Measures)
► Mitigation Measure 4.13-1.Before approval of the building plans,the applicant should submit a report
prepared by a qualified acoustical consultant that shows that interior noise levels in school buildings and
classrooms would be appropriate for the intended use and that any measures necessary to achieve these levels
have been included in the plans.
Mountain House Community Services District Design Manual 2002 —
The MHCSD Design Manual does not contain relevant measures or standards related to noise.
SIGNIFICANT IMPACTS IDENTIFIED IN THE MHMP EIR
The MHMP EIR identified the following significant noise impacts before mitigation associated with
implementation of the MHMP:
Compatibility of the proposed uses with the future on-site noise environment;
► Impacts on existing land uses in the area resulting from project-generated traffic noise increases;
► Impacts on future residences resulting from agriculturally generated noise on parcels adjacent to the —
community of College Park; and
► Potential aircraft overflight noise impacts. _
4.13.3 SIGNIFICANCE THRESHOLDS
The following significance thresholds used for the assessment of noise-related impacts are based on the California
Environmental Quality Act(CEQA)Guidelines,relevant San Joaquin County General Plan 2010 and
Development Title standards, and MEW requirements.
Short-term Construction Noise. Short-term construction noise impacts would be considered significant if
construction activities were to exceed any of the following thresholds at residential land uses between the
hours of 9:00 p.m.and 6:00 a.m.:
65 dBA L.,exterior instantaneous noise level
45 dBA Lm,,,interior instantaneous noise level
65 dBA Lm exterior average noise level
45 dBA Lm interior average noise level
► Stationary-Source Noise.Long-term stationary-source noise impacts would be considered significant if the
proposed project would result in stationary-source noise levels that exceed the stationary noise-control
standards established by the MHMP Table 4.6-2(reproduced here as Table 4.13-5).The exterior thresholds
for noise-sensitive uses affected by non-transportation noise sources are 55 dBA L,,during daytime hours(7
a.m.to 10 p.m.)and 50 dBA Lq during nighttime hours (10 p.m.to 7 a.m.).However,exempt from this
EDAW College Park at Mountain House Specific Plan III Draft EIR
Noise 4.13-14 San Joaquin County
