standard are those noise sources identified by the San Joaquin County Development Title(Section 1025.9 <br /> [c]),including activities conducted in public parks and on school grounds,construction activity between <br /> " 6 a.m. and 9 p.m., agricultural activities,and residential air conditioning equipment. <br /> Traffic Noise. Significance criteria for traffic noise impacts are based on standards established by the San <br /> Joaquin County General Plan(Policy 1)and/or the Mountain House Master Plan(Section 11.3.1,Policy d). <br /> These criteria are applied at the property line of the affected sensitive resource,pursuant to the Specific Plan <br /> Requirements established by the MHMP(Section 11.51).Traffic noise impacts would be considered <br /> significant if implementation of the project would result in: <br /> the exposure of existing residences to traffic-generated noise levels that exceed 65 dBA Ld„/CNEL;and/or <br /> the exposure of an existing schools to traffic-generated noise levels that exceed 60 dBA LddCNEL; and/or <br /> the exposure of any sensitive receptor to a noticeable increase(i.e.,3 dBA or greater)in ambient noise levels. <br /> Compatibility of Proposed Land Uses with Predicted On-site Noise Levels.Land use compatibility noise <br /> thresholds differ according to land use type,as follows: <br /> . Land use compatibility with projected on-site noise levels would be considered significant if the project <br /> �. would result in the development of new noise-sensitive land uses in areas where existing or projected <br /> noise levels exceed the tiered threshold established by the MHMP.For residential land uses proposed <br /> under the MHMP,noise levels in new outdoor residential areas shall not exceed 60 dBA LddCNEL unless <br /> the design includes reasonable mitigation to reduce noise in outdoor activity areas to as close as 60 dBA <br /> LddCNEL as possible.Where not possible,an exterior noise level of up to 65 dBA LddCNEL may be <br /> allowed(Section 11.3.1,Policy [e] and Implementation[f]of the MHMP). <br /> For schools proposed under the College Park project,exterior noise levels shall not exceed 60 dBA <br /> Ldo/CNEL(Section 11.3.1,Policy[d] of the MHMP, and Policy[1] of the San Joaquin County General <br /> Plan). <br /> For existing residences on the College Park site(i.e.,residences in Grant Line Village);however,exterior <br /> noise levels shall not exceed 65 dBA Ld./CNEL(Policy 1 of the San Joaquin County General Plan). <br /> The proposed site for the Delta College campus would be subject to a significance threshold of 70 <br /> L&/CNEL for exterior noise levels,which is the standard applied to commercial and professional business <br /> uses based on the State of California General Plan Guidelines(State of California 2003). Because the <br /> Delta College site would not include residences,this land use is most comparable to commercial and <br /> professional business uses. <br /> . For industrial land uses proposed on the project site,exterior noise levels shall not exceed 75 dBA <br /> LdWCNEL(State of California 2003). <br /> 4.13.4 IMPACTS AND ANALYSIS <br /> ANALYSIS METHODOLOGY <br /> This section has been prepared based on: sound-level measurements collected at the College Park site;applicable <br /> state regulations and noise regulations of San Joaquin County;traffic data obtained from the data generated by <br /> TJKM Transportation Consultants and used to prepare the traffic analysis for this EIR(Section 4.11, <br /> "transportation');and noise modeling conducted for this analysis using the Federal Highway Administration <br /> (FHWA)Traffic Noise Prediction Model(FHWA-RD-77-108).The noise modeling output is available for review at <br /> the San Joaquin County Community Development Department, 1810 East Hazelton Avenue,Stockton,CA 95205. <br /> College Park at Mountain House Speclic Plan III Draft EIR EDAW <br /> San Joaquin County 4.13.15 Noise <br />
