Therefore,noise levels associated with these proposed facilities could exceed the MHMP's exterior noise standards for stationary noise sources if daytime or nighttime outdoor activity areas are located within 90 feet or 160 feet,respectively, of residential land uses.However,because noise generated by activities conducted in public parks,playgrounds,and school grounds,including school athletic events,is exempt from the MHMP's noise standards for non-transportation noise sources,this impact would be less than significant. Landscape Maintenance Equipment used for the maintenance of residential and non-residential landscaping, school,college,and park play fields,and vegetated road medians and berms includes lawnmowers and sprayers. Predicted noise levels associated with lawnmowers and sprayers are identified in Table 4.13-7.The noise of a mower generating 90 dBA L q would attenuate to the MHMP's daytime hourly threshold of 55 dBA and nighttime hourly threshold of 50 dBA L q at distances of 180 feet and 320 feet,respectively.However,landscape maintenance equipment typically would not operate in one place for an extended period.Lawn mowing and spraying, for instance, do not typically take place in any single area for more than a few minutes.Thus, operation of noise-generating landscaping equipment during daytime hours would not result in an exceedance of the MHMP's hourly Leq standards. Operation of landscape equipment during nighttime hours,however, may result in speech interference and increased sleep disruption to occupants of the nearby residences. A significant impact could occur. Commercial, Office, and Industrial Uses Industrial and commercial land uses proposed as part of the College Park project shall be designed to ensure that outdoor equipment does not result in an exceedance of 55 dBA Leq during daytime hours(7:00 a.m.to 10:00 p.m.) or 50 dBA L.during nighttime hours(10:00 p.m. to 7:00 a.m.) at off-site noise-sensitive receptors. In addition, design and operational standards shall be established to minimize noise generated by loading dock activities from adversely affecting planned and existing off-site noise-sensitive land uses.Design and operational measures may include: ► Enclose outdoor noise-generating equipment and/or set back from the property line. ► Locate buildings and structures such that they shield off-site sensitive receptors from on-site noise sources, including loading dock activity. ► Enclose loading dock areas.
