► Limit loading dock activity,including delivery truck arrivals and departures,to between 7:00 a.m. and 10:00 <br /> p.m.at those loading docks with direct line of site of noise-sensitive receptors within a distance of 1,000 feet. <br /> Activity at all other loading docks shall be limited to the hours between 5:00 a.m. and 10:00 p.m. <br /> Noise studies, including on-site sound level measurements, shall be conducted to ensure that these thresholds are <br /> not exceeded.The noise studies shall be funded by the College Park developers and approved by SJCCDD before <br /> construction. <br /> Landscape Maintenance <br /> The following measures shall apply to noise-generating activities associated with landscaping and maintenance of <br /> school grounds,neighborhood parks,community parks,and open space. <br /> ► On-site landscape maintenance equipment shall be equipped with properly operating exhaust mufflers and <br /> engine shrouds,in accordance with manufacturers' specifications.For maintenance areas located within <br /> 320 feet of noise-sensitive land uses,the operation of on-site landscape maintenance equipment shall be _ <br /> limited to the least noise-sensitive periods of the day,between the hours of 7:00 a.m. and 10:00 p.m. <br /> Implementation of the above mitigation measure would reduce new stationary source noise impacts to a less- <br /> than-significant level. <br /> IMPACT Noise—Increased Traffic Noise. Traffic from the proposed project would not result in exceedance of the <br /> 4.13-3 65 dBA CNEL traffic noise threshold or a noticeable(3-dBA or greater)increase in traffic noise at existing <br /> noise-sensitive receptors(residential)along Mountain House Parkway or Byron Road,but would result in a <br /> noticeable(3-dBA or greater)increase in traffic noise at noise-sensitive receptors(residential)along Grant <br /> Line Road.A significant impact would occur. <br /> Screening-Level Analysis <br /> A screening-level analysis was conducted using the FHWA Traffic Noise Prediction Model.The screening <br /> analysis calculated traffic noise levels along affected road segments for existing traffic conditions with and <br /> without implementation of the proposed project',based on traffic data from the project traffic analysis(see _ <br /> Section 4.11,"Transportation").Input data used in the model included average daily traffic levels for nearby area <br /> roads,fleet mixes(percentages of automobiles,medium-duty trucks,and heavy-duty trucks during daytime, <br /> evening,and nighttime hours),vehicle speeds, and ground attenuation factors.The project's contribution to the _ <br /> existing traffic noise levels along area roads was determined by comparing existing roadside noise levels to <br /> predicted noise levels with and without project-generated traffic from full buildout of the proposed College Park <br /> project. <br /> Table 4.13-8 summarizes the calculated noise levels for existing roadway segments in the vicinity of the project <br /> site.These roadway segments are shown in Figure 4.11-1 in Section 4.11,"Transportation."The noise levels <br /> shown in Table 4.13-8 indicate conditions at 50 feet from the centerline of the near travel lane.Predicted traffic <br /> noise levels were calculated assuming a noise reduction of approximately 4.5 dBA per doubling of distance from <br /> the source and no intervening natural or constructed noise barriers. <br /> ' Traffic noise impacts on existing noise-sensitive uses are determined based on existing traffic conditions with and without <br /> implementation of the proposed project.This is compared with traffic noise impacts on proposed noise-sensitive uses that are determined <br /> based on cumulative traffic conditions with and without implementation of the proposed project. <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> Noise 4.13-20 San Joaquin County <br />
