► Community Park:The southern 1,800 feet of the community park would be subject to freeway noise of up to <br /> 60 dBA CNEL. <br /> Limited Industrial:The southernmost 190 feet of the limited industrial area would be subject to freeway <br /> noise of up to 75 dBA CNEL. <br /> Along I-205,the proposed landscaped buffer would consist of a berm and trees, and other plantings within a <br /> 100-foot minimum setback from the freeway right-of-way. This would be followed by proposed limited industrial <br /> buildings of up to three stories and related parking, followed by Central Parkway,then the proposed residential <br /> uses. On the college property,the southerly 300 feet after the 100-foot landscaped buffer would be parking areas, <br /> followed by an open common area and college buildings.The proposed landscaped buffer would help attenuate <br /> some of the freeway noise at the above uses,whereas the proposed limited industrial uses would help attenuate <br /> some of the freeway noise at the proposed residential and park uses.The precise attenuation that would be _ <br /> provided by these intervening uses is unknown because specific design plans were not available at the time of this <br /> Draft EIR for the landscaped buffer and limited industrial uses.What is known is that the unattenuated noise from <br /> the freeway would encroach into the proposed uses at levels above the applicable noise thresholds.A significant — <br /> impact could occur. <br /> Aircraft Noise _ <br /> Byron Airport is located approximately 5 miles northwest of the College Park project site in Contra Costa County. <br /> Overflights of aircraft from the airport add to ambient noise conditions at the College Park project site(San <br /> Joaquin County 1994). <br /> The Contra Costa County Airports Division is currently preparing a Byron Airport Master Plan Update and <br /> Business Plan. The Airports Division expects the number of aircraft operations(take-offs and landings)at Byron <br /> Airport to increase approximately 0.5%per year.There are approximately 40,000 annual aircraft operations,and <br /> approximately 63,000 are expected by the year 2023.This is not a considerably large increase in operations <br /> activity with respect to changes in the noise environment(Arens 2004).The College Park project site is located <br /> approximately 4 miles from the preliminary 55 CNEL aircraft noise contour estimated for the year 2023 (Leigh <br /> Fisher Associates,2004). <br /> Although the Byron Airport Master Plan Update and Business Plan aims to extend one of its runways from 4,500 <br /> feet to 6,000 feet,the ability for the airport to substantially increase at its current location is limited by the habitat <br /> management lands surrounding the airport.Therefore,at its current location,Byron Airport can be expected to <br /> remain a general aviation airport. Most of the airport's habitat management lands are on the Mountain House side <br /> of the airport and,therefore,would provide a buffer zone for future potential residents of the Mountain House <br /> area.Also,the types of aircraft using the airport are not expected to change.Furthermore,the Contra Costa <br /> County Airport Land Use Compatibility Plan(2000)identified the College Park project site as part of a _ <br /> compatibility zone(Zone D)on which residential and nonresidential development is unrestricted;however,the <br /> Contra Costa County Community Development Department Current Planning Division(CCCCDD)has recently <br /> generated a new Real Estate Disclosure Airport Influence Area Map.In this more current map,Contra Costa — <br /> County has decided not to determine if areas outside Contra Costa County, including Mountain House, should <br /> require real estate disclosures; instead Contra Costa County believes neighboring counties should make their own <br /> determinations(Cross 2004). On the new map,all the real estate disclosure areas shown are within 2 miles of the <br /> Airport(CCCCDD 2004). <br /> Thus,the most likely major noise source that could affect the College Park site is a straight-in landing approach <br /> that crosses over portions of proposed Neighborhoods A,B,and D(Arens 2004;MHMP 2000). Light plane <br /> operations would produce minimal noise impacts on the College Park site because most of these aircraft would <br /> pass over the College Park site at such altitudes that their presence largely unnoticeable.Therefore, the <br /> compatibility of the proposed land uses with existing aircraft noise is considered less than significant. <br /> Nonetheless,the MHMP includes a requirement that home buyers in the airport overflight zone areas shall be <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> Noise 4.13-28 San Joaquin County <br />
