provided a disclosure that indicates that the property offered for sale is located in an area subject to aircraft <br /> flyover noise(MHMP Section 11.3.5,Implementation[b]). <br /> Agricultural Activity Noise <br /> The College Park project would not create new agricultural areas,and thus would not generate new agricultural- <br /> related noise(e.g.,tractors,field hands).However,the project would result in the development of new noise- <br /> sensitive land uses(e.g.,residential,school,park,place of worship)in an area that would continue to be affected <br /> on an intermittent basis by noise generated by agricultural activities.Both on-and off-site agricultural activities <br /> would be permitted to continue under the County's Right-to-Farm Ordinance. Agricultural activities on and near <br /> the project site would continue to include the use of various types of heavy equipment.The operation of heavy <br /> agricultural equipment can generate noise levels of approximately 85-dBA Lq at 50 feet(EPA 1971).Noise <br /> generated by agricultural machinery would not be transportation related and,therefore,would be subject to the <br /> San Joaquin County Development Title's maximum noise standards for stationary sources of 50 dBA Lq and 70 <br /> dBA L.,during daytime hours,and 45 dBA Lq and 65 dBA L.during nighttime hours at the property line of <br /> the nearest sensitive land use.Depending on the duration and time when these activities occur,resultant noise <br /> levels at nearby proposed noise-sensitive receptors could potentially exceed the standards of the San Joaquin <br /> County Development Title. <br /> The College Park project includes edge treatments that would prevent noise from off-site agricultural operations <br /> near the eastern and western boundaries of the project site.The treatment along the west edge would address the <br /> areas where residential uses would directly abut the Alameda County line,where the nearest agricultural activities <br /> could occur.This treatment would consist of a minimum 100-foot setback from the community boundary to the <br /> nearest dwelling,the setback occurring in the rear yard of the residential properties, and a continuous security <br /> fence or wall along the property line with planted vines.The treatment along the west edge where the proposed <br /> community college would directly abut the County line would have a minimum 100-foot building setback from <br /> the community boundary to the nearest building.The treatment along the east edge of the project site would be <br /> defined by the Mountain House Parkway right-of-way,plus a minimum 32-foot additional setback.The edge <br /> treatments incorporated into the College Park project are pursuant to the"Agricultural Equipment—Community <br /> Edges"policy of the MHMP(previously described)and would help to reduce off-site agricultural noise as <br /> perceived at proposed noise-sensitive land uses.The industrial,office,and commercial land uses proposed along <br /> the west side of Mountain House Parkway would provide additional noise shielding, although these land uses are <br /> not likely to be developed until after the proposed project's residential neighborhoods are developed and <br /> inhabited. <br /> Despite the above,agricultural operations would continue on undeveloped portions of the project site while <br /> development occurs.Machinery operating as close as 50 feet to the nearest property line of a newly inhabited <br /> residence or school could exceed County noise standards. Such exceedances would occur infrequently and <br /> intermittently,only when agricultural machinery is operated in close proximity to newly inhabited residences, and <br /> would eventually be eliminated as agricultural uses on the site are replaced by urban development. Still,a <br /> potential would exist for exceedance of the County noise standards at the proposed residences associated with <br /> existing agricultural activity.A significant impact could occur. <br /> Industrial and Commercial Noise <br /> The area adjacent to the southeast portion of the project site and the interchange of I-205 and Mountain House <br /> Parkway is the future site of an industrial park/freeway/commercial area.The specific types of land use to be <br /> developed at this site and the timing of its development have not been determined.Potential sources of noise <br /> associated with these types of land uses can vary substantially.Commercial and industrial land uses may include <br /> noise sources, such as the use of forklifts for loading and unloading materials, and the use of machinery <br /> associated with light manufacturing or industrial processes.Although not part of the College Park project,this <br /> area is inside the Mountain House community and subject to the MHMP's maximum allowable exterior noise <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.13-29 Noise <br />
