Implementation A(5)(c)(Open Space).Landscaping,to serve as a visual buffer,shall be required for all <br /> non-residential uses along Minor Arterials and higher classification roadways. <br /> Mountain House Master Plan 1994 <br /> The MHMP contains the following visual resources policies that are applicable to the proposed project. <br /> Pre-Existing Land Uses within Mountain House(Section 3.2.4,Policy 3.2.41f]). Specific Plans for areas <br /> adjacent to pre-existing residential areas which will remain in residential use shall include provisions to <br /> ensure land-use compatibility between proposed and existing uses, and shall plan for future extension of <br /> urban services and facilities into these areas. <br /> Lighting(Section 4.2.6,Policy 4.2.6[b]). Lighting throughout Mountain House shall be designed to <br /> minimize glare and impacts to adjacent uses, especially residences. <br /> Sound Walls(Section 4.2.7,Policy 4.2.7[a]).Except for Central Parkway and other Arterial streets where <br /> homes are served by rear alleys or streets, community walls and fences shall be located and designed to assist <br /> in establishing the character of the community. <br /> Sound Walls(Section 4.2.7, Implementation a). Specific Plans and Special Purpose Plans,as appropriate, <br /> shall address the design of community and neighborhood walls,privacy fences,and open fences. <br /> Sound Walls(Section 4.2.7[b]).Community walls shall be blended into the overall landscape and shall not <br /> become the dominant visual element of the community. <br /> Walls(Section 4.2.71c]). Community walls shall be located along all R/L,RNL,and R/M uses abutting <br /> Arterial streets. <br /> Sound Walls(Section 4.2.7[d]).To avoid long continuous lengths of community wall/sound wall,residential <br /> areas abutting Arterials streets shall be designed to incorporate the following: <br /> • offsets in the location of walls and fences. <br /> • breaks in privacy walls to allow pedestrian and bicycle connections to the Arterial street. <br /> • cul-de-sac extensions to or near the arterial right-of-way and provide an opening from the Arterial into the <br /> neighborhood. <br /> • wall height limitation of 7 feet,if possible.
