Policy 4.5(h). Street landscaping shall generally conform with the roadway cross sections in MHMP <br /> Chapter 9,"Circulation and Transportation."(Note:Figure 4.24 of the MHMP requires an East Edge <br /> Landscape treatment along Mountain House Parkway and an East/West Arterial Landscape treatment <br /> along Grant Line Road.These shall comply with the roadway cross-sections in Chapter 9 [Figures 9.10, <br /> 9.11,9.21,and 9.22],which require large canopy trees on either side of these roadways,including in the <br /> center medians, and community walls on the project side of these roadways [i.e.,west side of Mountain <br /> House Parkway,north and south sides of Grant Line Road].) <br /> Implementation 4.5(h).Landscaping plans that include walls and fences,trails,sidewalks,bikeways and <br /> a conceptual layout of plant(trees,shrubs,etc.)species and sizes for both existing and proposed roadways <br /> of Collector classification and above and other edge treatments shall be included in all Specific Plans after <br /> Specific Plan I. <br /> ► Policy 4.5(j).East–west roadways and pedestrian corridors throughout the project site shall consider <br /> views of the hills to the west and,whenever feasible,the trees shall be planted to allow open views. <br /> Periodic breaks in the continuous landscaping plans for north–south Arterials and other roadways should <br /> be identified to maximize views toward Mount Diablo and the foothills. <br /> ► Community Parks(Section 7.2.7,Implementation i).Significant landscaping and earthen berms should be <br /> incorporated into the design of the south community park adjacent to I-205 to mitigate noise levels and ensure <br /> a valuable park experience. <br /> Tree Mapping and Conservation(Section 7.3.7,Policy 73.7[a]).Existing healthy mature trees,particularly <br /> those located along Mountain House Parkway and Grant Line Roads, shall be preserved and incorporated into <br /> the landscape design of the community to the greatest extent practical.Land uses should be compatible with <br /> the preservation program for mature trees. <br /> Implementation 73.7(a�—Design of Roadways.The design of major roadways,widening,or <br /> reconstruction of existing major roadways and local streets, shall address the preservation of mature trees <br /> in good condition. <br /> �. Final EIR for the Mountain House Master Plan and Specific Plan 11994 (Mitigation Measures) <br /> The following mitigation measures from the Final EIR for the Mountain House Master Plan and Specific Plan I <br /> are applicable to the proposed project. <br /> ► Mitigation Measure M4.8-1 <br /> ` (a) The following two policies should be added under Landscape Concept and Policies in Development and <br /> Design(Appendix C): <br /> "Landscaping plans that include fencing,trails,bikeways, and a conceptual plant and tree palette for both <br /> existing and proposed roadways,of Collector classification and above,and other edge treatments shall be <br /> included in each adopted specific plan, if not already set forth in the Design Manual. <br /> R <br /> "The landscaping plans included in each specific plan shall be used as criteria by the proposed <br /> Community Review Board to review the design and landscaping plans of all major projects within the <br /> community prior to construction." <br /> (b) The Specific Plan and Special Purpose Plan for Mountain House Business Park should include a <br /> comprehensive sign program for the Freeway Service Commercial district which would limit pole signs <br /> identifying the Freeway Service area to no more than two locations;height and size restrictions shall be <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.14.9 Visual Quality <br />
