Grading <br /> 4 and landscaping shall be utilized to the extent possible to avoid sound walls along the freeway edge.The <br /> buffer area shall be designed and landscaped in a manner that discourages public access. Construction of <br /> the buffer shall be the responsibility of the industrial developer and shall occur as part of the improvement <br /> plans for the industrial park within Specific Plan III. <br /> 3. Edge <br /> improvements shall be designed consistent with Specific Plan lII and the MHCSD Design Manual, <br /> and shall be reviewed and approved by the CDD Director and the MHCSD General Manager <br /> concurrently with the project improvement plans prior to the approval of the project's Final Map or <br /> other development permits if no subdivision map is submitted for the property. <br /> Implementation Measure 4.2.7.3(a).In general,exterior lighting shall be designed to minimize light levels <br /> for any given application and to emphasize high use areas or objects to be lighted. Low level,pedestrian scale <br /> lighting fixtures shall be utilized to the degree possible. <br /> ► Implementation Measure 4.2.73(b).The provision of exterior lighting in multifamily residential,office, <br /> commercial and industrial development shall be addressed in the design guidelines for the project and shall be <br /> consistent with Specific Plan III and Development Title standards. Long, <br /> continuous lengths of community wall/sound wall for residential areas abutting Arterial streets shall be <br /> designed to incorporate the following: <br /> Periodic offsets in the location of walls to provide for variety in depth and angle along the Arterial <br /> street. <br /> A .
