residential units, 1.5 acres of neighborhood commercial, 256,130 square feet(sf)of office commercial, 1,763,390 <br /> sf of limited industrial,two kindergarten through 8th grade(K-8) schools,a community college, and other public <br /> facilities.Therefore,although this alternative would not create the benefits associated with community college <br /> services,it also would not create a significant demand for public parkland, fire protection services,or law <br /> enforcement services and would not create significant demands for kindergarten through 12th grade(K-12) <br /> schools and public library services.[Lesser] <br /> Public Utilities <br /> Under the No-Project Alternative, 18 additional very-low-density residential units would be developed,resulting in <br /> minor increases in demand for water,electricity,and natural gas from MHCSDByron-Bethany Irrigation District <br /> r (BBID),Modesto Irrigation District(MID),and Pacific Gas and Electric Company(PG&E),respectively,and no <br /> increase in demand for wastewater treatment/disposal services from MHCSD(because this service would continue <br /> to be provided by on-site private septic tanks).Implementing the proposed project would result in water demand of <br /> 1,448,010 gallons per day(gpd)from MHCSD/BBID,wastewater treatment/disposal demand of 926,318 gpd from <br /> ' MHCSD,and substantial increases in demand for electricity and natural gas from MID and PG&E,respectively <br /> (MacKay&Somps 2004).Although public utility impacts would be less than significant under both the No-Project <br /> Alternative and the proposed project,this alternative would create substantially less utility demand than the proposed <br /> project,avoiding the need to expand the Mountain House Water Treatment Plant(WTP)and Mountain House <br /> Wastewater Treatment Plant(W WTp),develop a nonpotable water system(to make up for the water supply deficit <br /> identified in the Senate Bill(SB)610 Water Supply Assessment(WSA)for the proposed project,develop an interim <br /> recycled water disposal system on the Pombo property,develop water storage tanks on the project site,and extend <br /> utility infrastructure to the project site.This alternative would also free up utility capacity for other potential <br /> development in the MHMP area.[Lesser] <br /> Cultural Resources <br /> The project site does not contain any cultural resources listed in the National Register of Historic Places(NRNP) <br /> or the California Register of Historical Resources(CRHR),and although the site(including the off-site <br /> infrastructure areas)contains 10 known historic-era cultural resources,none of these are listed or eligible for <br /> listing in the CRHR.A portion of the site(Grant Line Village)contains 23 existing buildings/structures that may <br /> represent historic resources(i.e.,are currently 50+years of age or would be 50+years of age at project buildout <br /> [2025]) and may contain undiscovered and unrecorded subsurface cultural resources. <br /> lmplementing the No-Project Alternative would result in the disruption of approximately 7 acres of the 815-acre <br /> project site associated with the development of the 18 additional units permitted on the site by existing zoning. <br /> However,under this alternative,the vast majority of the site,the off-site infrastructure sites, and any existing <br /> residences in Grant Line Village that may represent potential historic resources would not be disturbed. Although <br /> it is possible that implementing this alternative could result in significant impacts on undiscovered or unrecorded <br /> cultural resources within the 7 acres to be disturbed,it would not have the potential to disturb any undiscovered <br /> cultural resources on the balance of the project site or the off-site infrastructure sites and would not affect any <br /> structures in Grant Line Village that represent potential historic resources. <br /> By comparison,the proposed project could result in significant impacts on undiscovered or unrecorded cultural <br /> resources within the whole 815-acre project site and off-site infrastructure locations and could result in significant <br /> impacts on historical resources in Grant Line Village if such resources exist.[Lesser] <br /> Drainage <br /> The No-Project Alternative would include the development of 18 new residences,which would disturb <br /> .. approximately 7 acres of the 815-acre project site.Because this alternative would disturb less than 1%of the project <br /> site,would not disturb the off-site infrastructure sites or Grant Line Village,would not include grading of the project <br /> site,would not result in any measurable increase in impervious surfaces at the site,would not alter the existing <br /> College Park at Mountain House Specille Plan III Draft EIR EDAW <br /> San Joaquin County 5-5 Mematives to the Proposed Project <br />
