Phase I Environmental Site Assessmd .hdate `/ Page 2 <br /> Teixeira-Souza Property—Villages D2,D3,and D4 October 27,2006 <br /> WKA No.: 5475.10 <br /> Based on the existence of the previous reports, WKA proposed only to update those conditions <br /> likely to affect Recognized Environmental Conditions (RECs) in connection with the site that <br /> may have changed materially since the initial Phase I ESA was conducted. The updating <br /> workscope was performed in accordance with Section 4.6(Continued Viability of Environmental <br /> Site Assessment), and Sections 4.7 and 8.4(Prior Assessment Usage) of the American Society of <br /> Testing and Materials (ASTM) Standard E 1527-05 for Environmental Site Assessments. <br /> The work scope included the following: <br /> • Site reconnaissance,with emphasis on changes in the physical appearance and <br /> land-use relative to the previous site work <br /> Interviews with personnel familiar with the site operations since the previous <br /> Phase I ESA was performed <br /> • Review of current federal, state and county databases <br /> • Color photography of the site <br /> User Provided Information <br /> An ASTM Standard E 1527-05 User Questionnaire was submitted to the Cassano Development <br /> Company (CDC) on October 9, 2006. Mr. Robert Cassano returned a scanned and completed <br /> copy of the questionnaire through e-mail correspondence. A copy of the completed User <br /> Questionnaire is included in Appendix A. %,,At&-AA-Z <br /> In summary, the CDC was not aware of any records of environmental liens or Activity and Use <br /> Limitations (AULs) currently recorded against the site. Nor was the CDC aware of or had <br /> specialized knowledge or experience that is material to RECs in connection with the site. The <br /> CDC was not aware of any commonly known or reasonable ascertainable information related to <br /> the site, nor were they aware of any obvious indicators that point to the presence or likely <br /> presence of contamination at the site <br /> Site Reconnaissance <br /> The site consists of land undergoing mass grading, located west of Mountain House Parkway and <br /> south of Mascot Boulevard in Tracy, California (Figure 1).
