Phase I Environmental Site Assessm��rdate j Page 3 <br /> m <br /> Teixeira-Souza Property—Villages D2,D3,and D4 October 27,2006 <br /> WKA No.: 5475.10 <br /> A representative of WKA, Mr. Nick Kent-Basham,performed an updating site reconnaissance of <br /> the Teixeira-Souza Property on October 16, 2006. In general,the physical appearance and <br /> land-use of the site have changed significantly since the previous Phase I ESA report was completed <br /> in June 2003. The site had previously consisted of cropland utilized by a dairy, located east of <br /> the site. At the time of the updating site reconnaissance, the land was in the stages of grading <br /> and appeared to have been recently tilled(Figure 3). No structures are located on the site, except <br /> for a high voltage power line tower in the northeast corner of Village D3 Subdivision. It should <br /> be noted that the former dairy, located to the east of the site, was not part of the land investigated <br /> as part of this Phase I ESA Update. Land undergoing grading and trenching in preparation for <br /> future neighborhood features bounds the site to the north, east, and south(Figure 3). Harvested <br /> cropland bounds the site to the west. A large excavation lies east of and adjacent to the <br /> southwestern corner of Village D3 Subdivision. The existing Mountain House community is <br /> visible to the north, on the north side of Mascot Boulevard. A gravel road provides access to the <br /> site from Mascot Boulevard. Color photographs of each Village are presented in Figure 3. <br /> Past Owner Interview <br /> Mr. Edward Teixeira, son of Mr. Isadoro Teixeira,the previous site owner, was interviewed on <br /> September 1, 2006 and again on October 26, 2006 regarding site conditions and activities that <br /> have taken place since the initial Phase I ESA was completed. According to Mr. Teixeira,the <br /> site has seen little change in use since the initial Phase I ESA was completed. Mr. Teixeira <br /> stated that prior to the development activities currently taking place on-site, the land had been <br /> used to grow alfalfa and oats to support the nearby dairy operation. Mr. Teixeira explained that <br /> the last time the field had been planted was in late 2004 or early 2005, and has remained fallow <br /> since. Mr. Teixeira also stated that the only physical change to the site has been trenching and <br /> earthwork in preparation for the proposed Mountain House community. Several buildings in the <br /> former dairy to the east of the site have been removed since the initial assessment. <br /> Agency Record Review <br /> Databases obtained by EDR®regarding hazardous materials handling or contamination on or <br /> near the site were reviewed. EDR®contacts the appropriate governmental agencies on a monthly <br /> or quarterly basis, as required by the ASTM Standard. EDR®used the ASTM-designated search <br /> radii during review of the regulatory agency databases shown on Table 1.
