7.2.5.3,subsections a through d: <br /> a. Larger multi-family developments(those in R-MH and R-H areas)with 75 or more units shall include <br /> provisions for a children's play area or pocket park with the development's private open space. Altemativeiy, <br /> such multi-family developments may build and maintain such an area within an adjacent open space corridor, <br /> provided public access is allowed. Any adult or senior citizen-only development will be exempt from this <br /> requirement. These open sace im rovements shall be constructed concurrent with the construction of <br /> houses and shall be completed no later than the time at which 80%of the dwelling units for the adjacent sub- <br /> neighborhood, tract or other relevant area have been issued building permits. Re aired completion time may <br /> be postponed by the MHCSD General Manager to reflect construction weather, budget, or other public interest <br /> contingencies. <br /> b. Focal points, subject to MHCSD design approval,shall be provided at a minimum as diagrammatically <br /> designated in Figure 7-1. <br /> C. Focal points in Figure 7-1 shall be dedicated to MHCSD if within a designated neighborhood entry.The <br /> offer of dedication and/or rovision for maintenance satisfactorily to-the MHCSD shall be recorded with the <br /> Final Map or provided for to the satisfaction of MHCSD. Focal points shall be included with the improvement <br /> plans for the subdivision and constructed at the time the street landscaping is constructed. The multi-use paths running parallel to the gas line and tower line easements shall be sufficiently wide <br /> to accommodate antis ated two-way, non-vehicular traffic, or may <br /> be two paths with directional arrows. In locations where emergency/utility <br /> vehicle access i&o*nay be necessary, wider path or incorporation of landscape <br /> reinforcement such as turfblock within a visably delineated area adjacent to the path may be utilized. <br /> 9.9.2.2,first paragraph: <br /> Pedestrian facilities in the Specific Plan III area are designed to encourage walking both as recreation and as a <br /> means of transportation to reach local destinations such as the Neighborhood Center, the Community Park and <br /> local employment areas. The central spine of pedestrian circulation within the Specific Plan Ill area is the <br /> multi-use path to be incorporated into the open space corridor running from Central Parkway in the south to De <br /> Anza Boulevard in the north. This multi-use path will provide a pleasant,off-street pedestrian connection <br /> between sub-neighborhoods, schools, parks and a neighborhood commercial area. Arterial streets within the <br /> Specific Plan III area shall have multi-use paths on both sides(except Mountain House Parkway, which will <br /> have a wider, two-way multi-use path on the community side only.) Collector and local streets will provide <br /> pedestrian connectivity to the open space corridor and arterial streets and shall generally have curb separated <br /> sidewalks on both sides. Curb-adjacent sidewalks are discouraged, but are allowed in limited circumstances <br /> where street length is short and/or design is constrained by lotting considerations. Sidewalks and parkways <br /> may be eliminated from the street right-of-way where collector or focal streets abut a park or open space <br /> corridor, provided that connections are made to paths within the park or open space at logical pedestrian <br /> access points. Pedestrian connections shall be provided where cul-de-sacs abut or nearly abut another street <br /> and where block lengths exceed 800 feet,except where it is determined by the Community Development <br /> Department that such a pedestrian connection is contrary to the interests of health and safety. <br /> 9.9.2.3,sub-section a: <br /> a. Multi-use paths shall be at least eight feet in width, except where constructed on only one side of a <br /> road without Class II bike lanes where it shall be ten feet in width and may be constructed of asphalt, concrete <br /> or other material approved by the MHCSD. Sidewalks a minimum of five feet in width shall be provided along <br /> Collector streets, and sidewalks a minimum of four feet in width shall be provided along local streets. Multi-use <br /> paths in electrical line/gas line easement open space corridors shall be sufficiently wide to accommodate <br /> anticipated two-way, non-vehicular traffic.
