T. <br /> Special Pinpose Plan C'.assano K•arnil€3s Homes at colle-e Park <br /> SECTION SEVEN: IMPLEMENTATION <br /> 7.1 Introduction <br /> Providing flexibility to refine the project throughout the process, so long as <br /> Performance standards set forth above are met, is an important component of this <br /> Special Purpose Plan. <br /> 7.2 Refinement of Project Elements During Construction <br /> In order to create the best possible project, it is expected that the siting of project i <br /> elements such as, but not limited to,houses, guest parking spaces,private patios <br /> and pedestrian path locations will be checked and adjusted as appropriate in the <br /> field prior to construction. <br /> 7.3 Amendments to this Special Purpose Plan <br /> Minor modifications to this Special Purpose Plan may be permitted by the <br /> Community Development Director without formal Plan Amendment,provided <br /> such modifications do not violate or adversely impact other elements of the <br /> Special Purpose Plan. Said modifications shall be approved by the Design <br /> Consistency Review Committee (DCRC). <br /> F <br /> 7.4 Phasing <br /> I. Project residential areas may be developed in phases, subject to utility and <br /> access requirements, as determined by MHCSD. <br /> 2. The Linear Park in the project area may be developed in two phases, North <br /> and South,with the division at Teixeira Avenue. Improvement of the Linear <br /> Park segments shall be as follows: <br /> a. Construction of the North shall begin by the time that 50%of the building <br /> permits for sub-neighborhoods D2 and D4 have been issued. <br /> b. Completion of the North shall occur by the time that 80% of the buildings <br /> in sub-neighborhoods D2 and D4 have been issued occupancy permits. <br /> c. Construction of the South shall begin by the time that 50% of the building <br /> permits for sub-neighborhoods D3, D5 and D6 have been issued. <br /> d.
