Increase Traffic Noise: Before occupancy of the first Wsidence.at College"Park, a noise barrier shall <br /> be constructed by the College Park developers between the five existing residences located on the <br /> north side of Grant Line Road between Central.Parkway and the Alameda County line (Receptor 14 <br /> in Figure 4.13-2 of the College Park Final EIR) and the northern travel lane of Grant Line Road. The <br /> noise barriers may consist of a Wall, berm;"or combination thereof. The exact location, height, and <br /> character of the noise barrier shall be determined by,' <br /> noise consultant approved by the County. The <br /> sound barrier shall reduce outdoor noise levels at the center of the front yards of.the five existing <br /> residences to below 65 dBA Ld,ICNEL. If Grant Line Road is widened at this location subsequent to <br /> construction of the sound barrier but before removal of the five residences under Specific Plan II, the <br /> sound barrier shall be relocated, as required. if the five existing residences are removed under <br /> Specific Plan II before occupancy of the first residence under the College Park project, this mitigation <br /> Measure shall not require implementation. This mitigation shall be funded through fair-share <br /> payments by the College Park developers. Outdoor Noise Levels: Best available noise reduction measures shail be implemented by the <br /> applicant to reduce noise levels in primary outdoor use areas (backyards) of new residential <br /> development to an Ldn of 60 dB. The subdivider shall specify what reasonable measures have been <br /> taken in this regard. Where it is not possible to reduce noise levels to this level using practical <br /> application of the best available noise reduction measures, an exterior noise level of up to 65 db may <br /> be allowed. [Master Plan Policy 11.3.1 (e) and Specific Plan III Implementation Measure 11.2.3.b and <br /> e.] In the case that noise levels cannot be reduced to the design noise level of 60 dB, the applicant <br /> must provide notice via a note on the deed of each lot stating that exterior noise levels may exceed <br /> 60 dB. <br /> Timing: inclusion of note on the Final Map approved by CDD prior to Final Map approval, and <br /> inclusion of note on deed prior to issuance of building permits. <br /> 19. Walls: The developer shall construct the wall as shown on the"Wall Plan, Fencing, and Edge <br /> Treatment Plan" attachment to the Tentative Map, consistent with Specific Plan III Figure 4-27 <br /> (Community Wall, Agricultural Fence,View Fence, Security Fence, and Chain Link Fence) and the <br /> MHCSD Design Manual. <br /> Timing: Wall design submitted with Improvement Plans; wall constructed as part of the applicable <br /> final map prior to occupancy of the first residence. <br /> 20.
