15. Design Guidelines: The proposed residential development shall comply with the applicable <br /> provisions of adopted/approved design guidelines. The following private design guidelines shall <br /> be applicable: Residential design guidelines developed by the developer and approved by CDD <br /> or, in lieu of said design guidelines,the College Park at Mountain House Speciric Plan Ill <br /> Residential Design Guidelines for Potential Housing Prototypes(February 17,2005)and the <br /> Mountain House Single Family Residential Design Manual(JOY 22,2003). In addition,the <br /> proposed residential development shall comply with the Mountain House Community Services <br /> District Design Manual(June 17, 2005)with respect to public areas.Any such proposed private <br /> design guidelines shall be submitted to the County prior to approval of Final Maps. [Specific <br /> Plan III Implementation Measure 4.5.3.3 (a-d)] <br /> Timing: Condition shall be met prior to issuance of building permits. <br /> 16. PLEP Requirement: For the purposes of the Public Land Equity Program (PLEP), the public <br /> land dedication requirement for the Tentative Map is 2.7 acres,whereas the actual amount of <br /> qualifying PLEP public land shown on project site is zero.The resulting Public Land Deficit is, <br /> therefore, 2.7 acres. The subdivider shall correct said Public Land Deficit by using one or more <br /> of the following methods: 1) Dedicating Public Land which is not on the shown on the Tentative <br /> Map but which is within the Mountain House Community to the Applicable Public Agency, <br /> sufficient in acreage to meet said Public Land Deficit; 2)transferring fee title ownership of <br /> Private Land which is not needed for public facilities or services but which is within the <br /> Mountain House Community to MHCSD,sufficient in acreage to meet said Public Land Deficit; <br /> and/or 3)submitting land vouchers to the MHCSD, sufficient in acreage to meet said Public <br /> Land Deficit. (Mountain House Development Title, Chapter 9-1245M regarding the Public Land <br /> Equity Program, and Chapter 9-11 OM regarding definitions for"Public Land Deficit","Applicable <br /> Public Agency', "Private Land", and"land voucher'.) If the PLEP, which includes the PLEP <br /> Technical Report, is revised prior to the approval of the first Final Map,the subdivider shall <br /> comply with the methods for correcting any Public Land Deficit that are specified in said revised <br /> PLEP. <br /> Timing: Condition shall be satisfied prior to approval of the first Final Map, or as required by the <br /> Applicable Public Agency. <br /> AGRICULTURAL RESOURCES <br /> 17. Agricultural Operation Phasing: An Agricultural Buffer and Conversion Phasing Plan shall <br /> be submitted to the Community Development Department and approved by the Director. The <br /> plan shall incorporate the following: <br /> a. Phasing of areas from agricultural to urban use— locations and time frames; <br /> b. Irrigation water supply and service plan approved by BBID; <br /> c. BBID encroachment permits; <br /> d. Temporary buffering that includes a 100-foot setback between the edge of <br /> development and ongoing agricultural operations as the project builds out; <br /> e. Permanent setbacks; <br /> f. Landscape buffers; and <br /> g. Fencing, signage or other suitable measures to minimize noise, spray drift and <br /> limit the potential for trespass on agricultural lands and BBID facilities. <br /> In addition, the plan shall address the following: <br /> h. Chemical applications;and <br /> i.
