The project consists of a small lot Major Subdivision application (PA-0600363, <br /> also referred to as the"Tentative Map"), a Master Plan Amendment application (PA-0600364), a <br /> Specific Plan III Amendment application (PA-0600365), and a proposed Development Agreement <br /> (PA-0600433)for a 12.72 acre parcel (the"project site"or the"property')owned by Golden State <br /> Investments 11 LP. Collectively, these applications are referred to as the"Altamont Heights <br /> Project" or the"project". <br /> Existing Conditions. A drainage swale (also referred to as a "riparian habitat corridor'or <br /> "corridor") extends in a southwest/northeast direction and bisects the property. Approximately <br /> one-third of the property is located to the northwest of the corridor and the remaining portion of the <br /> _ property is located to the southeast. The project site has been dry farmed, producing oats for <br /> 1 <br />
