MOUNTAIN HOUSE PROPOSED ALTAMONT HEIG€fTs TENTATI V E MAP 4. ENVIRONMENTAL CHECKLIST
4.15 TRANsmRTATIONMAFFIc
Great Valley Parkway, Central Parkway, and DeAnza Boulevard will be four lanes (two .
lanes per direction). Mountain House Parkway from Mascot Boulevard to Von Sosten Road
and Byron Road from Central Parkway to:Henderson Road will be improved to six lanes'
(three per direction). Mountain House Parkway froth south of Von Sosten Road to.the,
freeway will be improved to eight lanes(four lanes!per direction)'(EDAW, 2005b).
The'SPIIIEIR summarizes the mitigation measuresrfor 2025 buildout conditions (EDAW,
2005b,Table 4.11-18). MEIR Mitigation M 4.12-1[h] requires annual traffic monitoring and
a report reviewing the progress of the required transportation improvement's_ Based on the
, .
findings in the annual reports, San Joaquin County can adopt additional findings related to
Whether the adopted trigger points for transportation improvements and a specific project's
fair share of costs should be revised as a condition of further development approvals to
ensure the timely construction of needed improvements.
According to the MEIR, "As an alternative to widening the I-205 freeway beyond six lanes,
the sponsor of the Mountain House Community shall contribute a fair share to the
development of a parallel east-west roadway system north of I-205 extending between
Mountain House and the City of Lathrop's Gold Rush City development, including'the
necessary multi jurisdictional alternative/feasibility studies." Despite the mitigation
measures identified in the MEIR and the SPIIIEIR and the Mountain House Traffic Impact
Fee/San Joaquin County Traffic Impact Mitigation Fee program, traffic congestion on
Altamont Pass Road west of Grant Line Road and on segments of I-205, I-580, and I-5 would
remain a significant and unavoidable impact.
Mitigation Measures
Traffic mitigation measures were proposed in the MEIR and the SPIIIEIR. There is no
additional mitigation available to reduce the levels of impact, and the impact remains as
significant and unavoidable.
e) Result in a change in air traffic patterns, including either an increase in traffic levels or
a change in location that results in substantial safety risks?
The nearest airport is the Byron Airport that is located approximately four miles northwest of
the project site. The proposed project would not result in changes in air traffic patterns.
Mitigation Measures
No mitigation measures are required_
d) Substantially increase hazards due to a design feature (e.g., sharp curves or dangerous
intersections) or incompatible uses (e.g.,farm equipment)?
All of the streets in the Altamont Heights project would be designed and constructed in
conformance with MHCSD standards including adequate radii at curves and cul-de-sacs and
proper sight distances. The proposed project would not introduce new traffic hazards.
4-77
