a MITLGATION MONITORING AND REPOIRTING PROGRAM Fi INTRODUCTION In accordance with the California Environmental ualit .Aet CEQA.),San Joaquin County(County) and Gerry N.Kamilos,LLC{CNK,LLC),prepared.an.environmental impact report{Ent)that identifies 4 adverse impacts related to`tlie College.Park at Mountain House Specific Plan III Project.The EIR also identifies mitigation measures:that would reduce or eliminate these impacts. Section 21081:6.of the California Public Resources Code§15091:(d)and 15097 of the State CEQA Guidelines require public agencies"to adopt a reporting and monitoring program for changes to the project which it has adopted or made:a condition of.project approval in order to mitigate or avoid significant effects-on.the environment"A Mitigation Monitoring and Reporting Program(MMRP)is required for the College Paris at Mountain.House Specific Plan III Project because the EIR.for the project identified potentially significant adverse irripacts related to construction and implementation activities, and mitigation measures have been identified to mitigate those impacts. FAdoption of the MMRP will occur along with approval of the proposed project. PURPOSE OF MITIGATION MONITORING AND REPORTING PROGRAM fly This MMRP has been prepared to ensure that all required mitigation measures are implemented and completed according to schedule and maintained in a satisfactory manner during the construction of the project,as required_The MMRP may be modified by San Joaquin County during project implementation, R as necessary, in response to changing conditions or other refinements.A table has been prepared to assist the responsible parties in implementing the MMRP.The table identifies individual mitigation measures, monitoring/mitigation timing,responsible person/agency for implementing the measure, monitoring and reporting procedure,and space to confirm implementation of the mitigation measures.The numbering of mitigatiou.measures follows the numbering sequence found in the EIR_ ROLES.AND RESPONSIBILITIES Unless otherwise specified herein, San Joaquin County is responsible for taking all actions necessary to implement the mitigation measures according to the specifications provided for each measure and for demonstrating that the action has been successfully completed. San Joaquin County, at its discretion,may delegate implementation responsibility or portions thereof to the developer(GNK, LLC), a licensed contractor or other designated agent. San Joaquin County will be responsible for overall administration of the MMRP and for verifying that County staff members, and/or the construction contractor has completed the necessary actions for each measure. San Joaquin County will designate a project manager to oversee the MMRP during the construction period. Duties of the project manager include the following: t < Ensure that routine inspections of the construction site are conducted by appropriate San Joaquin County staff; check plans,reports,and other documents required by the MMRP; and conduct report activities. < Serve as a liaison between San Joaquin County,the Mountain House Community Services District {MHCSD), and the construction contractor regarding mitigation monitoring issues.
