MOUNTAIN HOUSE PROPOSED ALTAMONT HEIGI{TS TENTATIVE MAP 4. ENVIRONMENTAL CHECKLIST <br /> 4.15 TRANSPORTATION/TRAFFIC <br /> Mountain House Parkway adjacent to the Specific Plan III area will be widened to four lanes <br /> in two years (EDAW, 2005b). <br /> The California Department of Transportation(Caltrans) reported that, in 2003,the annual <br /> average daily traffic volume on I-205 was 110,000_ vehicles per day(vpd)east and west of <br /> Mountain House Parkway. Truck travel on 1-205 is relatively high(approximately 15 percent <br /> of total traffic) in the project study area(EDAW,2005b). The 1-58011-205 corridor has <br /> experienced unprecedented traffic congestion, delays, and backups in the past two decades. <br /> The increase in traffic along the corridor has been approximately 4 to 5 percent per year since <br /> 1990. If travel growth keeps pace with historical trends, travel.demand would increase by 60 <br /> percent in 10 years. <br /> Traffic-flow conditions are commonly expressed in terms of level of service (LOS), which <br /> ranges from LOS A (best) to LOS F(worst). LOS A denotes free-flow conditions with little <br /> or no restrictions to driver behavior. LOS F denotes jammed traffic-flow conditions with <br /> intolerable delays and backups during the peak hour. The existing peak-hour,peak.- <br /> directional volume (west in the morning and cast in the afternoon)on 1-205 west of Mountain <br /> House Parkway was approximately 7,800 vehicles per hour(vph) in 2003, which was LOS C. <br /> The 2010 projection for the peak hour traffic volume in the MEIR is 6,720 vph on I-205 to <br /> the west of Mountain House Parkway. Therefore,the projected 2010 peak-hour volume in <br /> the MEIR was already occurring in 2003. At the intersection of Grant Line Road and <br /> Altamont Pass Road, the existing peak afternoon(PM)traffic is extremely heavy on <br /> Altamont Pass Road due to traffic using this roadway as an alternate to the congested I-580 <br /> and I-205 freeways (EDAW, 2005b). <br /> Transportation Demand Management <br /> The 1997 Mountain House Community Transportation Demand Management(TDM) <br /> Program and Transit Plan establishes several action items to reduce traffic problems <br /> including providing the following: <br /> • a TDM coordinator; <br /> • a community telecenter(when 2,500 houses are occupied) to facilitate telecommuting; <br /> • bicycle storage and showers and lockers to promote bicycling; <br /> • bus stops located every one-quarter to one-half mile depending on land use density and <br /> the best locations for the land use they are serving; <br /> • a "Fair-share" contribution to the Altamont Pass commuter train platform; <br /> • three "park-n-ride" lots; and <br /> • encouraging employers to provide flexible work-hour programs (EDAW, 2005b). <br /> Public Transit <br /> The San Joaquin County Regional Transit District provides bus service through its Stockton <br /> Metropolitan Areas Regional Transit(SMART) system. Several daily routes are offered <br /> from Tracy to the Dublin—PleasantonLivermorearea and the San.lose—Silicon Valley area. <br /> 4-73 <br />
