i
MOUNTAIN HousE PROPOSED ALTAMONT HEIGHTS TENTATIVE MAP 4. ENVIRONMENTAL CHECKLIST
4.7 HAZARDS
SIGNIFICANT IMPACTS IDENTIFIED IN 2005 SPIIIEIR
The SPIIIEIR identified seven.impacts related to potential hazards. Four, involving exposure
to hazardous materials during constructiozi, release of hazardous emissions and mi aterials
within one-quarter mile of a school, exposure to electromagnetic fields, and exposurIe to non-
potable water, were determined to be less than significant. One, involving the locations of an
elementary school, does not pertain to the proposed project; which does not.iiclude:a school.
The following two impacts were determined to be potentially significant 'nd'pertain,.to the
proposed project:
Impact 4.9-1:. Public,Health and Safety.--Possible Exposure to Pre-Existing
Hazardous Materials During Construction. The proposed project could unearth or
otherwise disturb pre-existing hazardous materials at the project site during.
construction, potentially exposing construction workers or others to hazardous
materials. A significant impact would occur.
Impact 4.9--5; Public Health and Safety—Exposure to Pipeline Hazards. The
proposed project would result in the development of sensitive land uses in close
proximity to existing natural gas and crude oil pipelines, and would expose persons to
contamination or explosion hazards associated with the pipelines. A significant
impact would occur.
'-4
MITIGATION MEASURES IDENTIFIED IN 2005 SPIIIEIR
Mitigation Measure 4.9-1 in the SPIIIEIR addresses possible exposure to pre-existing II
hazardous materials during construction. It provides for monitoring and the testing of soils I
for contamination during construction. Recommendations made by the experts performing
the monitoring and testing shall be implemented. Aboveground and underground storage
tanks, septic systems, refuse piles, waste ponds, and electrical transformers containing PCBs
shall be removed before construction. The San Joaquin County Environmental Health
Department(SJCEHD)shall be satisfied that the contamination has been attenuated and
poses no significant hazard before construction commences or building permits are issued.
Mitigation Measure 4.9-1 states that prior to the demolition or modification of structures
located in the SPIII area, qualified hazardous materials experts shall survey buildings
constructed before 1981 for asbestos and lead-based paint. A licensed asbestos and lead-
based paint abatement contractor shall perform demolition or modification of any structures
containing asbestos or lead-based paint in accordance with applicable regulations.
Implementation of the above mitigation measure would reduce impacts associated with f
possible exposure of people to pre-existing hazardous materials during construction to a less-
than-significant level.
Mitigation Measure 4.9-5 in the SPIIIEIR addresses exposure to'hazards associated with the
PG&E–Chevron pipeline easement located northeast of the Altamont Heights project site. It
states that no tesidences shall be permitted within 68 feet of the edge of the easement. The
northeast corner of the project site is approximately 300 feet away from the pipeline
easement.
4-36
i.
