ENVIRONMENTAL CHECKLIST <br /> 4.7 HAzAiws <br /> DISCUSSION REGARDING PROPOSED'PROJECT <br /> a) Create a significant hazard io the public or the environment through the routine <br /> transport, use, or disposal'ofhazardous'materials? <br /> During construction of the proposed`project, hazardous materials would be transported <br /> through the project area. Construction activities typically involve`the use of potentially toxic <br /> substances such as paints, fuels, and solvents. People]Mng in neighborhoods near the <br /> proposed project could be exposed to these materials as trucks move througl their <br /> neighborhoods during construction at the project site.".'Construction.activities would be <br /> subject to federal,state, and local laws andrequirements designed tominimize,and avoid the <br /> potential health and safety risks associated•with hazardous materials: Furthermore, <br /> Mitigation Measure 4.9-1 in SPIIIEIR adequately mitigates these�potential impacts. Given <br /> these controls, impacts related to the transport,use, or storage of hazardous materials would <br /> be less than significant. <br /> Mitigation Measures <br /> No mitigation measures are required. <br /> b) Create a significant hazard to the public or the environment through reasonably <br /> foreseeable upset and accident conditions involving the release of hazardous materials <br /> into the environment? <br /> The project site was formerly used for dry farming. The SPIIIEIR identified the agricultural <br /> chemicals used within the Specific Plan III area over the years and indicated that most of <br /> these chemicals have half-lives less than 14 days after application with the exception of <br /> paraquat, which has a half-life of more than 1,000 days (23/4 years) (EDAW,2005b). In <br /> addition,the MEIR identifies organophosphorus as a possible agricultural chemical with a <br /> long decay time, and that application should cease several months to two years prior to <br /> construction of houses at Mountain House Community. <br /> In addition, it is possible that other potentially hazardous materials could be disturbed or <br /> handled during construction of the proposed project. Lead-based paint and asbestos materials <br /> could be found at the existing residence on the west side of the project site_ These materials <br /> should be removed for proper disposal prior to demolition of the buildings. There is a well <br /> and a septic tank at the existing residence on the west side of the project site. The well <br /> should be abandoned in conformance with California Department of Health requirements, <br /> and the septic tank should be abandoned in conformance with SJCEHD requirements. <br /> SPIIIEIR Mitigation Measure 4.9-1 is summarized above. Specific Plan III Implementation <br /> Measure 6.7.4.3 (d) requires corrective action for the presence of any fuel,pesticide, <br /> herbicide, or chemical residue on or under the soil in excess of allowable amounts that are <br /> listed on state or federal lists of toxic materials(EDAW, 2005a). Corrective actions shall be <br /> conducted in accordance with requirements of the SJCEHD and the applicable state agency. <br /> These mitigation and implementation measures adequately define the actions to be taken to <br /> eliminate these hazards that would result in impacts that are less than significant. <br /> 4-37 <br />
