An ENVIRONMENTAL IMPACT REPORT is required,but it must analyze only the _ <br /> effects that remain to be addressed. <br /> VW I find that: 1)the SPIIIEIR has been prepared and certified; 2)all potentially significant impacts <br /> of SPIR have been addressed in the SPIIIEIR; 3)the proposed project is a subsequent activity <br /> that is within the scope of the SPHIEIR; and 4)the checklist found that there are no effects that <br /> were not examined in the SPIIIEIR and no new mitigation is required.
