y' Ms. Mueller July 21, 2004
PA-0400351 Page 4
used. For more information on biodiesel, please call Mr. Chris Acree, Air Quality Specialist, at (559)
230-5829.
Information on blodiesel can also be found at CARB's website-
htt ://www.arb,ca. ovlfuels/diesel/altdiesel/altdiesel.htm
and the EPA's website http:llwww.epa.gov/oms/models/biodsl.htm.
Construction activity mitigation measures include:
- Require construction equipment used at the site to be equipped with catalysts/particulate traps to
reduce particulate and NOx emissions. These catalysts/traps require the use of ultra-low sulfur
diesel fuel (15 ppm). Currently, California Air Resources Board (ARB) has verified a limited
number of these devices for installation in several diesel engine families to reduce particulate
emissions. At the time bids are made, have the contractors show that the construction equipment
G used is equipped with particulate filters and/or catalysts or prove why it is infeasible.
- Use alternative fuel construction equipment.
- Replace fossil-fueled equipment with electrically driven equivalents (provided they are not run via
portable generator set).
- Install wind breaks on windward sides-of construction areas:
- Curtail construction during periods of high _ambient pollutant concentrations. This may include
ceasing construction activity during peak-hour vehicular traffic on adjacent roadways, and "Spare
the Air Days"declared by the District.
- 'Require that all diesel engines be shut off when not in use on the premises to reduce emissions
from idling.
Electrify truck-parking areas to allow trucks with, sleeper cabs to use electric heating and cooling to
eliminate the need to idle their diesel engines.
• If TRU's (truck refrigeration units) will be utilized, provide an alternative energy source for the TRU to allow
diesel engines to be completely turned off.
This project may be subject to additional District Rules not enumerated above. To identify additional rules
or regulations that apply to this project, the applicant is strongly encouraged to contact the District's Small
Business Assistance Office at 230-5888.
! District staff is available to meet with you and/or the applicant to further discuss the regulatory
requirements that are associated with this project. If you have any questions or require further
information, please call Mr: Hector R. Guerra, Senior Air Quality Planner, or myself at 230-5800.
Sincerely,
Cy Shia Echavarria
Air Quality Specialist
Central Region
Enclosure
C: File
i
