Analysis <br /> Background <br /> Previous businesses at the site include a truck terminal and a hay broker. There is currently an open <br /> enforcement case on the site for operating a pallet recycling business without the benefit of permits. <br /> Compliance Date <br /> Because the proposed project is under enforcement, a shortened compliance time frame is a recommended <br /> Condition of Approval. The proposed condition will require that all building permits be applied for within 30 <br /> days of approval. Building permits shall be issued within 30 days of being applied for, and the Conditions of <br /> Approval must be completed 180 days from the date of approval. <br /> Landscaping <br /> The Community Development Department is not recommending a 10-foot-wide landscaping strip along EI <br /> Rancho Road because the site is paved to the edge of EI Rancho Road.
