Analysis Action It is recommended that the Planning Commission: 1. Approve the Negative Declaration; and 2. Approve Use Permit No. PA-04-127 based on the Findings and Conditions of Approval contained in the staff report. Findings 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted by the County. • This Finding can be made because the proposed use is consistent with the I/L (Limited Industrial) designation of the General Plan. Additionally, the General Industrial - Intermediate use type may be conditionally permitted in the I-W zone with an approved Use Permit application. The proposed pallet recycling facility presents no significant General Plan policy issues, and there are no Master, Specific, or Special Purpose Plans affecting the site. 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary facilities have been provided, and the proposed improvements are properly related to existing and proposed roadways. • This finding can be made because the site has public road frontage on Grant Line Road and Maple Avenue, and all other services including a well, septic tank, and storm water drainage are already in place and will be expanded according to applicable Ordinance Requirements. 1 The site is physically suitable for the type of development and for the intensity of development. • This finding can be made because the site is large enough at 5.02 acres to accommodate the proposed use and can conform to all applicable Development Title regulations and requirements. 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be injurious to the property or improvements of adjacent properties. • This finding can be made because the Initial Study prepared for the pallet recycling facility found that the project would not result in any significant, adverse environmental impacts. 5 The use is compatible with adjoining land uses. • This finding can be made because with the proposed Conditions of Approval for the project, the project will not be incompatible with surrounding land uses.
