LFR Inc. <br /> 1.0 EXECUTIVE SUMMARY <br /> LFR Inc. (LFR) has prepared this Phase I Environmental Site Assessment(ESA) with <br /> Limited Soil Sampling for the property consisting of multiple parcels encompassing <br /> approximately 17 acres located northwest of Lower Sacramento Road in San Joaquin <br /> County, California (the "Site"). The Site is currently undeveloped vacant land. <br /> This Phase I ESA has been conducted in accordance with the current version of the <br /> American Society for Testing and Materials (ASTM) Standard Practice for <br /> Environmental Site Assessments, Phase I Environmental Site Assessment Process (E <br /> 1527-05). The purpose is intended to allow the user to complete an "all appropriate <br /> inquiry" ("AAI") under the AAI Rule promulgated by the Environmental Protection <br /> Agency to satisfy requirements to qualify for the "landowner liability protections" <br /> (LLPs) limitations on Comprehensive Environmental Response, Compensation and <br /> Liability Act (CERCLA) liability, if applicable. The objective of the ESA is to identify <br /> recognized environmental conditions (RECs) in connection with the Site pursuant to the <br /> processes prescribed in the ASTM E-1527-05 guidelines and the AAI Rule. <br /> Findings <br /> The Site consists of approximately 17 acres of undeveloped vacant land located <br /> northwest of Lower Sacramento Road just north of Stockton in San Joaquin County, <br /> California. The Site consists of the majority of four parcels designated by San Joaquin <br /> County Assessor's Office as Assessor Parcel Numbers (APN) 070-560-47, 070-570-13, <br /> the majority of 070-140-28, and 070-140-10. Prior to initiation of this Phase I ESA, the <br /> two warehouse buildings located on APN 070-140-028 were separated from the <br /> assessment by the Client. LFR was informed that these buildings will be separated <br /> from the transaction. Therefore, the southeast portion of this parcel is not included as <br /> part of this Phase I ESA. <br /> Based on LFR's historical research, the majority of the Site has been undeveloped <br /> vacant land or farm land from the earliest record reviewed (1910). Based upon aerial /� <br /> photographic review, the western boundary was developed with a farm type structure (` <br /> from at least 1957 to 1982. It is possible that a septic system may have been associated <br /> with this former structure. <br /> At the time of the site reconnaissance, chain-link fencing was observed along the north (i•/, <br /> and west site boundaries. The topography of the Site consisted of gentle rolling hills. <br /> LFR observed a man-made storm water collection basin approximately 300 feet long by i <br /> 100 feet wide at the approximate center of the Site.
