LFR Inc. <br /> stockpiles. Mr. Rubio, a site owner representative, indicated that the soil stockpiles 3.3 <br /> were disposed of at the Site without the site owner's permission. Several electric power <br /> poles, an underground natural gas pipeline marker, and fiber optic cable markers were <br /> observed along the eastern site boundary. One of the power poles supported a <br /> transformer. No staining was observed on the soil beneath the transformer, or adjacent <br /> to the gas pipeline marker and/or fiber optic cable. LFR noted an idle water supply <br /> well and control panel at the Site during the site walk. <br /> According to historical records reviewed, and based on Site observations, there are no <br /> past or present underground storage tanks (USTs) or above-ground storage tanks �.:Z 3.3) <br /> (ASTs) on Site, nor are there any permits or visual evidence of below grade clarifiers <br /> or sumps on Site. However, USTs were reportedly located on the parcel immediately <br /> southeast of the Site at 9951 Lower Sacramento Road. Two USTs were reportedly used f y 5l <br /> to store gasoline. The USTs were removed from this address and no reports of leaks or / <br /> releases were reported for this facility. LFR concludes that USTs and ASTs are <br /> unlikely to represent an environmental concern to the Site. <br /> LFR's research at local regulatory agencies did not identify the Site as a property of <br /> known or suspected contamination, either historically or currently. <br /> Based on historical agricultural use of the Site, LFR conducted soil sampling on site to <br /> assess for the presence of residual persistent pesticides above regulatory action levels. <br /> No organochlorine pesticides were detected above the laboratory detection limit in the <br /> eight composite soil samples analyzed. With the exception of arsenic, all of the metal (-,2. 7� <br /> parameters detected were below the EPA Region 9 residential Preliminary Remediation <br /> Goals (rPRGs) and below the Total Threshold Limit Concentration criteria that <br /> establishes a hazardous waste. Although concentrations of arsenic detected in the three <br /> soil samples analyzed were above the EPA Region 9 rPRGs, the concentrations were �� ,\ <br /> below California established background levels. Based upon soil sampling and analysis <br /> conducted at the Site, LFR concludes that persistent pesticides and metals are unlikely <br /> to represent an environmental concern to the Site. Therefore, LFR recommends no <br /> further investigation regarding this issue. <br /> It is LFR's opinion that LFR has undertaken all appropriate inquiry into the previous <br /> ownership and uses of the Site. This inquiry was consistent with good commercial <br /> practices and includes all reasonably ascertainable information, in an effort to minimize <br /> liability. <br /> Conclusions and Recommendations <br /> This assessment has revealed no evidence of recognized environmental conditions <br /> (RECs) in connection with the Site, with the following exception: <br /> • Numerous soil stockpiles reportedly illegally disposed of at the Site represents a 1, <br /> recognized environmental condition for the Site because of the unknown source S <br /> of the stockpiles.
