• 2.1 Zoning <br /> The San Joaquin County Community Development Department web site states <br /> that the Site is zoned AL-10, limited agriculture with a minimum parcel size of 10 <br /> acres. This zoning designation "is intended to recognize and preserve areas that <br /> contain existing concentrations of small-scale agricultural operations and <br /> dwellings." <br /> 2.2 Proposed Development <br /> A minor subdivision is proposed to divide the Site into two parcels (Plate 3). Ms. <br /> Lawry indicated that no changes to the use of the Site are planned. <br /> 2.3 Topography <br /> A recent U.S. Geological Survey 7.5-minute topographic map was obtained from <br /> the San Joaquin County District Viewer. In the map, the Site is depicted as flat <br /> land located at approximately 140 to 145 feet above mean sea level. An <br /> irrigation canal is depicted crossing the northeast corner of the Site. This map is <br /> included as Plate 4 in Appendix 1. <br /> • 3.0 HISTORICAL RESEARCH <br /> 3.1 Aerial Photographs <br /> Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br /> County Surveyor's Office in Stockton, California. The available photographs <br /> were dated 1937, 1952, 1963, and 1975. Three additional photographs, dated <br /> October 1998, March 2005, and July 2010, were obtained from the San Joaquin <br /> County District Viewer. <br /> The Site and surroundings are relatively unchanged in all the photographs. The <br /> Site appears to be open land used for rice farming. Grooms Road, Edwards <br /> Avenue, Victory Avenue, and Cometa Road and/or the Southern Pacific Railroad <br /> tracks can be seen. The surrounding properties appear to be agricultural land <br /> and rural residences. A small farm with a barn and animal pens can be seen <br /> adjacent to the north of the Site. <br /> These photos are included as Appendix 3 of this report. <br /> • <br /> LOGE 1524 2 <br />
