COMMENTS ON DEVELOPMENTS <br /> SU-91-6/ZR-91-6 <br /> 13 . The subdivider shall agree to and shall pay service fees for <br /> the County provided utility services in an amount equal to <br /> the estimated fees for the period from the time the <br /> improvements are accepted until effective date of assessment <br /> on the tax roll . Deposit of fees shall be submitted at the <br /> time of acceptance of the facilities by the County . <br /> 14 . All traffic signs and markings shall conform to the Manual <br /> on Uniform Traffic Control Devices and San Joaquin County <br /> Standards , and shall be shown on the improvement plans . <br /> RECOMMENDATIONS : <br /> 1 . Access rights shall be dedicated and restricted for Lot 37 <br /> along the frontage of Guernsey Avenue . <br /> 2 . The streets which are stubbed for future extension will <br /> required temporary turn-grounds . Provisions shall be made <br /> for removal of the temporary turn-around upon demand by the <br /> County , including security to insure its removal . Adjacent <br /> property owners shall be given notice of the temporary <br /> nature of the turn-around and the provisions for removal in <br /> the future . <br /> 3.
