Section Ave. Illegal disposal of automotive fluids into pit
10/17/93 1720 S. Olive Ave. Drug lab chemicals discharged to soil during fire J
4/4/89 4050 E. Section Ave. Illegal disposal of automotive fluids to ground
The incidents at 4040 E.Main, 1030 S.Olive, and 4075 E.Main are associated with the UST cases
discussed above. The incident at 1650 or 1720 S. Olive is not likely to have an impact on the
subject property because the chemicals in question were most likely cleaned up years ago. The
incident at 3906 Section is not likely to have an impact on the subject property because of its
` distance from the property.
The two incidents at 4050 E. Section involve waste oil discharged to the ground. According to
` the 1989 incident report, the facility is an auto wrecking yard where "waste oil and ethylene
glycol have been drained onto ground over a period of 50 years." The 1997 report noted a
"cement pit filled with dark waste oil-like liquid." The pit was emptied, and "reinspection ...
revealed waste oil had been disposed of into rock-lined pit." This facility is not likely to have an
impact on the subject property because it is hydrologically separated from the subject property
by Mormon Slough.
3.1.4 Stockton Fire Department
The Stockton Fire Department was not contacted regarding the subject property because that
agency maintains its hazardous materials files by date and incident number only, not by address
` (personal communication, Captain Mike Morrell, September 30, 2003).
3.1.5 San Joaquin County Agricultural Commissioner
The San Joaquin County Agricultural Commissioner's Office was not contacted regarding use
of agricultural chemicals on the subject property because Mr.Zeiter and Ms.Dillard both attested
that the property has not been used for agriculture (personal communication, April 27, 2004).
3.1.6 Water Supply and Sewage Disposal System
The EHD well and septic permit files were searched on April 29, 2004 in an effort to obtain
copies of permits for any water wells or septic tanks on the subject property. No permits were
found for the subject property addresses of 3902 and 3924 Guernsey Avenue.
I
9
L
