Dama, Inc. March 31, 2004 <br /> B94301.01 Page 11 <br /> Indications of contamination in the form of stained soil was observed within the on-Site <br /> garages/workshops located on the northeastern portion of 1301 W. Joan Avenue property. The <br /> staining does not appear to be significant and no specific area was identified where dumping ofwaste <br /> oil appears to have occurred. However, the eastern-most garage/workshop appears to exhibit the <br /> most soil staining from what appears to be waste oil. <br /> Two of the three small shacks at the Site appear to be related to household gardening activities and <br /> are centrally located at 1301 W. Joan Avenue.The larger of these shacks is supplied with water and <br /> has sink with a water drain pipe. The third shack, which was locked at the time of the <br /> reconnaissance,is located on the southwestern portion of the Site.This shack apparently houses the <br /> water tank for the former and current water well. The former water well is adjacent to the west of <br /> the shack.The former water well does not appear to be properly abandoned. The current water well <br /> and pump are located adjacent to the north of the shack. <br /> The property at 1248 W. Hammer Lane is vacant with no structures or apparent improvements. <br /> However, this portion of the Site is heavily overgrown with grasses and weeds. <br /> 6.2 Off-Site <br /> Adjoining properties have been in agricultural use since at least 1937 to some time prior to 1950. <br /> Since 1950 to the present, the adjoining properties have been residentially developed with the <br /> exception of a church which is adjacent to the east of the Site. Several LUST and hazardous waste <br /> facilities are within one-half mile of the Site. However, based on distance, direction, type of <br /> contamination, and/or the closed status, they are not considered to pose a threat to the Site. <br /> Therefore,it is Twining's opinion that the environmental concern presented to the Site from off-Site <br /> sources appears low. <br /> 7.0 CONCLUSIONS AND OPINIONS <br /> On behalf of Dama, Inc.,Twining performed a Phase I at the property located at 1248 W. Hammer <br /> Lane and 1301 W.Joan Avenue,in the city of Stockton,San Joaquin County,California. This Phase <br /> I was performed during March 2004, and includes property that is developed with a residence.This <br /> Phase I has not identified any recognized environmental conditions in connection with the Site. <br /> However,the following concerns are noted for consideration during future development of the Site: <br /> On-Site <br /> • A former water well located on the southwestern portion of the Site does not appear <br /> to be properly abandoned. A water well not properly abandoned can pose an <br /> environmental concern by acting as a direct conduit for contaminants that are dumped <br /> or spilled in or near the well to impact groundwater beneath the Site. Water wells <br /> that are not to be used must be properly abandoned in accordance with the State of <br /> California Department of Water Resources and San Joaquin county regulations. <br />
