SURFACE AND SUBSURFACE CONTAMINATION REPORT- <br /> CARMAX MINOR SUBDIVISION <br /> 1.1 The project site is a 17.24-acre parcel located at the southwestern corner of the intersection of <br /> Hammer Lane and Maranatha Drive in unincorporated San Joaquin County, adjacent to the City <br /> of Stockton.The Assessor's Parcel Numbers of the project site are 130-030-12 and 130-030-13. <br /> The current County General Plan designation for the project site is Urban Reserve, and the <br /> current County zoning is General Commercial.The project site is vacant and undeveloped except <br /> for sidewalk along the Hammer Lane frontage and an on-site pad-mounted transformer. <br /> 1.2 The project proposes to subdivide the parcel into three smaller parcels and dedicated right-of- <br /> way. Parcel 1 would contain 7.162 acres, Parcel 2 would contain 3.313 acres, and Parcel 3 would <br /> contain 4.251 acres.A right-of-way dedication for Maranatha Drive would have 2.516 acres. <br /> Parcels 1 and 3 are proposed for commercial development, which is consistent with existing <br /> zoning. Parcel 2 would not be developed at this time. <br /> 1.3 See attached. <br /> 1.4 The Phase I Environmental Site Assessment(ESA) prepared for the project site by Terracon <br /> contains a site map showing locations of items identified on the project site, including an <br /> abandoned well and a pad-mounted transformer. <br /> 2.1 The Phase I ESA reviewed aerial photographs and topographic maps of the project site and <br /> vicinity, and conducted an interview with a representative of the property owner.The west <br /> portion of the site had a structure in 1910,two structures and row crops from 1937 to 1953, one <br /> residential structure and an orchard from 1957 to 1976, structure removed from 1984 to 2006, <br /> and vacant land from 2009 to present.The southeast portion of the project site appears to be <br /> developed with row crops in 1940, developed with orchard in 1970, and vacant in 2012. <br /> An adjacent parcel to the east of the project site was vacant from 1894 to 1910, was developed <br /> with an orchard and row crops from 1937 to 1970, and had an orchard alone from 1984 to 1998. <br /> Maranatha Drive appears to be under construction in 2005,the parcel was developed with <br /> Maranatha Drive and an orchard in 2006, and vacant land and orchard was on this parcel from <br /> 2009 to 2012. <br />
