3.1 The Phase I ESA conducted searches of federal and state environmental regulatory databases <br /> through EDR and contacted state and local regulatory agencies for additional information. Field <br /> reconnaissance of the project site was conducted that specifically looked for potential RECs. <br /> 3.2 The database search and agency contacts did not reveal any past sources of contamination.The <br /> site had been used in the past for agricultural activities; however, no RECs associated with past <br /> agricultural uses were identified. <br /> 3.3 The Phase I ESA did not identify any RECs at the project site. No RECs were identified on <br /> adjacent sites. Minor amounts of trash were observed on the property, but no leakages,spills, <br /> or other releases were observed.An abandoned groundwater well was observed, but site <br /> observations and EHD records indicate the well had been destroyed and is not a REC.A pad- <br /> mounted transformer owned by PG&E was observed on the project site, but there is no <br /> evidence of any releases. The transformer was not identified as a REC.The site was evaluated <br /> for vapor encroachment conditions, and the Phase I ESA concluded that no such conditions <br /> existed on the project site. <br /> 3.4 Adjoining properties were evaluated in the Phase I ESA for potential RECs through database <br /> searches and site observations.The Home Depot located adjacent to and west of the project site <br /> was identified as a RCRA-Small Quantity Generator of hazardous materials. However, no <br /> violations of hazardous material regulations were listed with this activity, and it is located down- <br /> gradient of the project site;therefore, it is not considered a REC. Other listed facilities were <br /> found in the vicinity but were not considered RECs due to their distance from the project site <br /> and the regional depth to groundwater,which was determined to be 60 feet below ground <br /> surface. <br /> 3.5 See 3.4 above. <br /> 4.1 No past or current sources of contamination were identified on or near the project site.The <br /> Phase I ESA evaluated potential contamination and concluded that no further action needs to be <br /> taken. <br /> 5.1 The Phase I ESA concluded that no RECs or Controlled RECs existed on or adjacent to the project <br /> site. It also concluded that no further investigation was warranted at this time. <br />
