The properties to the adjoining west consist of a residence <br /> and agricultural land. <br /> The site is zoned AG-40, general agriculture with a minimum parcel size of 40 acres. According <br /> to the San Joaquin County Community Development Department, this zoning designation "is <br /> established to preserve agricultural lands for the continuation of commercial agricultural <br /> enterprises" (http://www sjclov org/commdev/cqi-bin/cdyn exe?gp=neighpresv&htm=zonedef). <br /> According to the United States Geological Survey (USGS) Midway Quadrangle 7.5 Minute <br /> topographic map dated January 1, 1980 and revised January 1, 1981, the elevation of the site is <br /> approximately 220 feet above mean sea level. The land around the site is relatively flat. <br /> 1.2 Proposed Development <br /> We understand that the project will consist of a new dog kennel to be constructed near the <br /> center of the site. The proposed dog kennel building will be approximately 2,360 square feet <br /> and will consist of a single story wood or steel frame structure with some interior CMU walls <br /> supported by shallow spread foundations and concrete slab on grade floor. The development <br /> will include a new parking lot and associated landscaping and will be conducted in three <br /> phases. <br /> 1.3 Site Vicinity <br /> A site vicinity (topographic) map is included in the appendix of this report as Plate 1. <br /> 1.4 Site Map <br /> A site map is included in the appendix of this report as Plate 2. <br /> 2.0 PRESENT AND PAST USES OF THE SITE <br /> 2.1 Past and Present Site Use <br /> The San Joaquin County District Viewer (http://simap.org/website/DistrictViewerNiewer.asp) <br /> was consulted to establish a history for the site. Aerial photographs dating from March 1994 <br /> through June 2014 were available on the website. Based on a review of the aerial photographs, <br /> the site consisted of an orchard from 1994 through 1998. By 2000 the orchard was removed <br /> and the site was used for row crops until 2005. From 2006 through 2010 the site consisted of a <br /> residential structure and an orchard covering the eastern portion of the site and vacant land on <br /> the remainder. In 2011 the orchard on the east side of the site was removed and a detached <br /> garage was added west of the residential structure.
