The frontage improvements for Harlan Road across the developed portion shall be constructed in conformance with the standards for one-half of a 60-foot right-of-way Local Commercial Street . The construction of the frontage improvements will be deferred upon execution by the owner of a Deferred Frontage and Roadway Improvement Agreement or a Secured Deferred Frontage and Roadway Improvement Agreement with a deposit equivalent to their estimated construction costs prior to approval of the Improvement Plan. A $260 . 00 fee currently is required for processing per Development Title Table 9-240 .2 in addition to a copy of the Grant Deed, recording fee and an estimate for the required frontage improvements . The estimate and legal description shall be prepared by a Registered Civil Engineer with a typical section drawing on a form to be supplied by the Department of Public Works and submitted to the Department of Public Works for approval . As an option, the Department of Public Works will prepare the drawing and estimate for an additional fee of $115 . 00 . (Development Title Section 9-1150 . 2) 3 . The Traffic Impact Mitigation Fee will be required for this development . The fee is due and payable prior to issuance of the building permit . The fee currently is $197 . 91 per daily trip-end generated in the Stockton area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. (Resolutions R-90-304 , R-91-1025, R-93-167 and R-94-174) 4 . The Water Supply Facilities Impact Mitigation Fee will be required for this development . The fee is due and payable prior to issuance of the building permit . The fee currently is $0 . 267 per gross square foot of building as Service Commercial . The fee shall be automatically increased on January 1 of each year at the rate of 7 . 66 percent through the year 2005 . (Resolution R-91-327) (Development Title Section 9-818 . 4) 5 . Based on the size of this facility, a Traffic Study shall be required to determine the impacts on the surrounding road system and the mitigations, which shall be the responsibility of the applicant .
