San Joaquin Valley
Unified Air Pollution Control District
December 9, 1998 ^
Kai Luoma DEC 1 0
San Joaquin County 1998
Community Development Department Community DevelO
Development Services Division ArnEntDe
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: SITE APPROVAL FOR A TRUCK TRAILER STORAGE YARD (SA-98-72)
Dear Mr. Luoma:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the
above referenced project and offers the following comments:
Based on the information provided, it appears that this project will not have a significant
impact on the ambient air quality. Therefore, a negative declaration is appropriate from
an air quality perspective. However, driving on unpaved parking areas can generate
fugitive dust emissions. The District recommends that the project applicant manage the
project area in such a way as to avoid excess dust emissions which could potentially
affect downwind sensitive receptors. Additionally, this project is subject to District
Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce
the amount of fine particulate matter (PM-10) entrained into the ambient air from man-
made sources. The attached Synopsis highlights many of the requirements contained
within Regulation VIII. The Synopsis is not meant to be all-inclusive, but it can be a
useful compliance aid in the field and office alike.
Thank you for the opportunity to comment. If you have any questions, please feel free
to contact me at (209) 545-7000.
Sincerely,
Tracy`Il er Bettencourt
Environmental Planner APCD REF#MM67
Northern Region
David L.
