The frontage improvements for Harlan Road across the developed portion shall be <br /> constructed in conformance with the standards for one-half of a 60-foot right-of-way <br /> local commercial street. The construction of the frontage improvements will be <br /> deferred upon execution by the owner of a Deferred Frontage and Roadway <br /> Improvement Agreement or a Secured Deferred Frontage and Roadway Improvement <br /> Agreement with a deposit equivalent to their estimated construction costs prior <br /> to approval of the Improvement Plan. A $260.00 fee currently is required for <br /> processing per Development Title Table 9-240.2 in addition to a copy of the Grant <br /> Deed and an estimate for the required frontage improvements. The estimate shall be <br /> prepared by a Registered Civil Engineer with a typical section drawing on a form to <br /> be supplied by the Department of Public Works and submitted to the Department of <br /> Public Works for approval. As an option, the Department of Public Works will <br /> prepare the drawing and estimate for an additional fee of $115.00. <br /> (Development Title Section 9-1150.2) <br /> 4. The Traffic Impact Mitigation Fee will be required for this development. The fee <br /> is due and payable at the time of Final Site Plan approval. (The fee currently is <br /> $160.04 per daily trip-end generated in the Stockton area. The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost <br /> Index as published by the Engineering News Record.) A credit may be allowed for <br /> the previous use if it can be verified that it was in operation since April 23, 1990. <br /> (Resolutions R-90-304, R-91-1025, R-93-167, R-94-179, R-95-650 and R-96-592) <br /> 5. A copy of the Final Site Plan shall be submitted. <br /> 6. A traffic study shall be prepared to determine the impacts and mitigation measures <br /> for the following: <br /> a. Segment of Roth Road from its west end to Airport Way. <br /> b. Roth Road and Harlan Road intersection. <br /> C. Entrance to the project site. Study the need for acceleration and deceleration <br /> lanes, and left turn requirements. <br /> The developer shall deposit funds with the County for all costs, as estimated by <br /> the Department of Public Works Public Facilities Division, prior to Department of <br /> Public Works preparing or contracting for the required study. The developer shall <br /> mitigate what is required of the traffic study at the entrance to the project site.
