Therefore, a negative declaration is appropriate from <br /> an air quality perspective. However, driving on unpaved parking areas can generate <br /> fugitive dust emissions. The District recommends that the project applicant manage the <br /> project area in such a way as to avoid excess dust emissions which could potentially <br /> affect downwind sensitive receptors. Additionally, this project is subject to District <br /> Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce <br /> the amount of fine particulate matter (PM-10) entrained into the ambient air from man- <br /> made sources. The attached Synopsis highlights many of the requirements contained <br /> within Regulation VIII. The Synopsis is not meant to be all-inclusive, but it can be a <br /> useful compliance aid in the field and office alike. <br /> Thank you for the opportunity to comment.
