Screening of Storage Areas <br /> Development Title Section 9-1022.4 (A) states all storage materials and related activities, <br /> including storage areas for trash, should be screened so as not to be visible from adjacent <br /> properties and public rights-of-way. Said screening shall be six(6)to eight(8)feet in height. <br /> Items stored within one hundred (100)feet from a dedicated street or residential zone shall not be <br /> stacked higher than two (2) feet above the adjacent screen. <br /> Lighting <br /> Development Title Section 9-1015.5(2)(g) states all off street parking areas within commercially- <br /> zone projects, and projects where the parking area is used at night, shall be provided with <br /> exterior lighting which meets the following minimum standards: <br /> • All lighting shall be designed to confine direct rays to the premises. No spillover beyond the <br /> property line is permitted, except onto public thoroughfares, provided, however, that such <br /> light shall not cause a hazard to motorists. <br /> Signs <br /> Sign details shall be consistent with Chapter 9-1710 of the Development Title and be included on the <br /> Site Plan. All portions of any sign shall be set back a minimum of five (5) feet from any future right- <br /> of-way line, including any corner cut-off(snipe). (Development Title Section 9-1710.2[g]) <br /> Letter of Opposition <br /> The Community Development Department has received a letter of opposition from the City of <br /> Lathrop Community Development Department. The letter expressed concern about the volume of <br /> traffic and about a Negative Declaration being proposed on the project. The project is a pre- <br /> application and a Negative Declaration has not been proposed or required. If the applicant submits a <br /> full application, the project will be referred to the City of Lathrop. In addition, an Initial Study will be <br /> conducted to determine environmental impacts of the project. A traffic impact study is being required <br /> for this project by the Department of Public Works and the California Department of Transportation <br /> (CALTRANS). <br /> Next Step <br /> To submit a full application, the applicant will need: <br /> 1. Seven copies of a revised application changing the description of the project to remove the <br /> railroad spur. <br /> 2. Seven large copies (18" x 24") of a revised Site Plan that indicates access details, <br /> circulation pattern, show revised parking requirements, circulation pattern, landscaping, <br /> lighting, and screening of storage area(s). <br /> 3. Two 8 '/2" x 11" copies of the revised Site Plan <br /> 4. Pay the remaining fee. <br /> Pre-Application Conference <br /> The pre-application conference is designed to inform prospective applicants of General Plan <br /> consistency, zoning consistency, public improvement requirements, preliminary design <br /> constraints and opportunities, and major environmental and safety issues. This information is <br /> provided in the hope of assisting the applicant in submitting a better and more complete <br /> application, as will as minimizing processing time.
