of <br /> Community Development Department 390 Towne Centre Drive-Lathrop,CA 95330 <br /> Phone(209)941-72000-Fax(209)941-7219 <br /> www.cdlathrop.ca.us <br /> July 7,2006 RECIEVED <br /> JUL 1 1 2006 <br /> Karla Kuhl Community Development Dept <br /> San Joaquin County <br /> Community Development Department <br /> IS 10 East Hazelton Avenue <br /> Stockton,CA 95205 <br /> Subject: Appeal of PA-0600359(SA) <br /> Dear Ms. Kuhl: <br /> This letter is in response to the proposed Site Approval for a travel center that includes a 10,300 <br /> square foot proposed building to be used for restaurant and driver amenities and fuel dispensers- <br /> This trucking business will further impact Roth Road,which is maintained by the City of <br /> Lathrop and the Interstate-5 and Roth Road interchange. <br /> Based on the amount of truck traffic that exists and will continue to be generated by this and <br /> other trucking businesses in the area,the County should place a condition on this project that <br /> would require dedication of necessary right-of-way and improvements to Roth Road and <br /> payment of fair share costs for the improvement of the Interstate-5 at Roth Road interchange. <br /> Staff is concerned that a Negative Declaration is being proposed for the project without any <br /> requirements relative to traffic analysis and the application of appropriate mitigation measures <br /> relative to Roth Road, Interstate-5,and Roth Road interchange. Under CEQA these conditions <br /> are reasonable standard mitigations based on the amount of truck traffic that is and will continue <br /> to be generated by this expanding trucking business- <br /> This location is near the Caltrans I-5 on and off ramps and near the Harlan Road and Roth Road <br /> intersection. From a traffic study prepared for Fast Lane Gas to be located at the southeast comer <br /> of Harlan Road and Roth Road, we know that the Harlan Roth intersection is operating at a very <br /> poor level of service and meets traffic warrants for a four way stop. We also know that due to its <br /> proximity to the off ramps Caltrans will not allow a four way stop here as it would cause <br /> congestion at their ramps- <br /> This area has high truck volumes and making left tum movements at this intersection is nearly <br /> impossible with today's volumes. A detailed traffic study is needed that would address the <br /> following: <br />
