-4 CONDITIONS OF APPROVAL SA-90--14 PIERZINA & SMITH Unless otherwise specified , all conditions of approval shall be complied with prior to the issuance of any building permits . DEPARTMENT OF PUBLIC WORKS 1 . An Improvement Plan, prepared by a registered Civil Engineer, showing drainage , driveway access details, on-site parking, existing and proposed utility services , and grading , shall be submitted to the Department of Public Works for approval. Storm Drainage shall be retained on- site and two ( 2 ) sets of calculation shall be submitted with the Improvement Plan. 2. The frontage improvement for Harlan Road shall be constructed in conformance with the standards for one-half of a 60-foot right--of-way street. The construction of the frontage improvements may be deferred at the option of the Department of Public Works , in which event the owner shall ei cute a Deferred Frontage Improvement Agreement prior to the approval of the Improvement Plan . (A $250 . 00 fee is required for processing per Ord. No. 3337 in addition to a copy of the Grant Deed and an Engineers estimate with a drawing of the required frontage improvements on a form to be supplied by the Public Works Department . ) 3 . An Encroachment Permit shall be required for work within the road right-of-way. 4. The Lathrop Traffic Impact Mitigation Fee will be required for this development. (The fee shall be approximately $0 . 38 per 1 gross square foot of building or $3, 300. 00/acre whichever yields the larger -fee. The fee shall be automatically adjusted annually by the Engineering Construction Cost Index as published by the Engineering News Record) . 5. Vehicle and equipment turn-around shall be provided on-site. No backing onto the street is allowed. PUBLIC HEALTH SERVICES 1. Construct an individual sewage disposal system under a permit and inspection by the Environmental Health Division prior to occupancy.
