Mr. John Verner <br /> Page 3 <br /> Following the execution and recordation of the agreement, the <br /> Department of Health Services will notify the planning and <br /> building departments of the City of Lathrop and the County of San <br /> Joaquin of the imposed land use restrictions. <br /> FACTS SUPPORTING DECISION <br /> The Risk Assessment and Supplemental Calculations prepared by <br /> Kleinfelder and Environmental Risk Sciences, Inc. was an <br /> assessment of the following potential exposure pathways: <br /> 1. Inhalation of volatile organic compounds (VOCs) from <br /> soil-gas at the SP C and D site <br /> 2 . Inhalation of VOCs from SHAD soil <br /> 3 . Inhalation of VOCs from SHAD air strippers (North <br /> Balloon Air Stripper and South Balloon Air Stripper) <br /> 4 . Inhalation of airborne arsenic from SP C and D soil <br /> 5. Dermal contact of SP C and D soil containing arsenic <br /> and pesticides <br /> 6. Possible migration of petroleum hydrocarbons in soil at <br /> Segura Trucking Company via the soil-gas to SP C and D. <br /> The results of the field investigation indicated that pesticides <br /> were not detected in any soil samples, and thus were not <br /> considered further as an exposure pathway in the Risk Assessment. <br /> Arsenic was determined to be present in SP C and D soil at <br /> concentrations which appear to be typical of the area since they <br /> are not inconsistent with background samples collected about five <br /> miles north of the site. Therefore inhalation of arsenic <br /> contaminated soil and dermal contact with arsenic contaminated <br /> soil were not considered further as exposure pathways in the Risk <br /> Assessment. <br /> The Segura Trucking Company is on the San Joaquin Counties' UGST <br /> Soil Contaminated Sites Inventory as having had an unauthorized <br /> release of a hazardous substance. Analytical soil results <br /> indicate the presence of total petroleum hydrocarbons in soil <br /> beneath a storage tank which was removed from the site. Further <br /> investigation of the contamination has not been conducted, but <br /> the San Joaquin County Environmental Health Division may be <br /> requiring further characterization of the contamination at some <br /> future date. <br />
