SAN JOAOUIN COUNTY - COMMUNITY DEVELOPMENT DEPARTMENT 1810 E.HAZEITON AVE.,STOCKTON,CA 9520$-8232 PHONE;2091468.3121 FAX:209/408.3163 January 9, 2009 F MEMORANDUM TO: Development Committee FROM: Mo Hatef, Associate Planner VIC SUBJECT: SITE APPROVAL APPLICATION PA-0800359 OF TIMOTHY GRUNSKY (CIO MIKE SELEY) (APN: 193-210-02) (ADDRESS: 9240 SOUTH HARLAN ROAD, STOCKTON) The applicant has submitted the above referenced Site Approval application to establish a grain oil extraction plant in an existing 21,640 square foot warehouse building to process a maximum of 100 tons of corn germ per day (44 tons of corn oil and 56 tons of corn germ meal). The proposed project will extract corn oil from corn germ (Use Type: Agricultural Processing- Food Manufacturing). The business will operate twenty-four hours a day in three shifts, from 12:00 a.m. to 8:00 a.m., 8:00 a.m. to 4:00 p.m., and from 4:00 p.m. to 12:00 a.m. There will be two employees per shift and the applicant expects four customers per day. There is currently an existing grain storage processing facility on the parcel which will continue to operate if the proposed use is established. The project site is located on the east side of Harlan Road, 2,300 feet south of Mathews Road, south of Stockton. The property has a General Plan designation of I/G (General Industrial) and the parcel is zoned I-G (General Industrial). The Community Development Department has reviewed the application and offers the following comments: Background On October 8, 1957, Community Development Department approved UP 654 for the storage and processing of grain. The existing grain company operates on the subject parcel and the adjacent parcel to the north (APN # 193-210-01 and -02). Both parcels M are owned by French Camp Grain Elevators, LLC. The proposed grain extraction use will be conducted on APN # 193-210-02. 1
