Phase one,to be completed within 18 months, includes the conversion <br /> of an existing 3,200 square foot agricultural storage building into a fermentation and barrel <br /> storage room and utilize an existing 1,750 square foot concrete pad as a crush pad. Phase two, <br /> to be completed within 5 years, is for the conversion of an existing 1,190 square foot residence <br /> into a wine tasting room; located on the south side of Harney Lane, 620 feet east of State Route <br /> 88, Lodi. (Supervisorial District 4) <br /> PROPERTY OWNER: Krystal S.Allen APPLICANT: Same <br /> ADDRESS: 11484 E. Harney Lane,Lodi APN: 063-180-09 <br /> INFORMATION: <br /> The site is currently located within a Federal Emergency Management Agency Designated Flood Hazard Area <br /> designated as Zone A and AH. The 100-Year Flood Elevation will be approximately 75 feet NAVD 1988. <br /> Harney Lane has an existing and planned right-of-way width of 60 feet. <br /> RECOMMENDATIONS: <br /> 1. An encroachment permit shall be required for all work within road right-of-way. (Note: Driveway <br /> encroachment permits are for flatwork only—all vertical features, including but not limited to fences, <br /> walls,private light standards,rocks, landscaping and cobbles are not allowed in the right-of-way.) <br /> (Development Title Sections 9-1145.4 and 9-1145.5) <br /> 2. Prior to issuance of the occupancy permit,the driveway approaches shall be improved in accordance with <br /> the requirements of San Joaquin County Improvement Standards Drawing No. 17 [including return radii <br /> to accommodate truck-trailer movements for trucks exiting the site so as not to encroach on opposing <br /> lanes of traffic].
