The Central Valley Water Board is <br /> responsible for protecting the quality of surface and ground waters of the state; therefore, our <br /> comments will address water quality matters only. <br /> The applicant proposes to construct a wine production facility for a small winery. The project <br /> will be completed in two phases over five yeas. Phase one includes the conversion of an <br /> existing 3,200 square foot agricultural storage building into a fermentation and barrel storage <br /> room and to utilize an existing 1,750 square foot concrete pad as a crush pad. Phase two will <br /> include the conversion of an existing 1,190 square foot residence into a wine tasting room. The <br /> applicant is requesting a one-year time expansion to establish the small winery. <br /> Waste Discharge Requirements (WDRs)Requirements (WDRs) <br /> The discharge of winery wastewater and residual solids to land is subject to regulation under <br /> individual WDRs or Central Valley Water Board Order R5-2015-0005 (the Conditional Waiver of <br /> Waste Discharge Requirements for Small Food Processors, Small Wineries and Related <br /> Agricultural Processors within the Central Valley Region, or Waiver). In accordance with <br /> California Water Code Section 13260, the project proponent is required to submit a Report of <br /> Waste Discharge (RWD) to apply for new WDRs or the Waiver. If the project involves use of an on-site wastewater system, the <br /> discharge of treated wastewater to land may be regulated by Central Valley Water Board or a <br /> local agency depending on the treatment method and discharge volume.
