Analysis <br /> Background <br /> On May 7, 1998, the Planning Commission approved a similar request by the applicant for a 400-person <br /> farm labor camp at this location (UP-97-15). On May 18, 1998, Alberto Rios and William Thomas filed an <br /> appeal of the Planning Commission's approval of the project. The appeal was heard by the Board of <br /> Supervisors on July 14, 1998, at which time the Board voted 5-0 to grant the appeal and deny the Use <br /> Permit without prejudice. <br /> On November 25, 1998, the applicant, Jose Rios, submitted an identical application (UP-98-18) to <br /> establish a 400-person farm labor camp at the same location. The new application did not address any of <br /> the issues addressed by the Board of Supervisors. The Board's concerns were in regard to traffic, the <br /> proposed package sewer plant system, and a lack of a security plan. At the applicant's request, this <br /> application was placed on hold. <br /> When the Board of Supervisors denied the original application (UP-97-15), they expressed concern <br /> regarding traffic, the proposed packaged sewer plant system, and a lack of a security plan. Pased on the <br /> Board's action, the Community Development Department suggested that completed plans regarding <br /> these issues be included with the revised application materials. On September 25, 2001 the applicant <br /> submitted revised application materials for UP-98-18. The revised materials address each concern <br /> identified by the Board of Supervisors. <br /> Security <br /> The applicant has prepared a comprehensive 24-hour Security Plan. The plan identifies security <br /> measures regarding staffing, visitors, lighting, disciplinary processes, safety policies, on-site security <br /> training, emergency response, and criminal activity. The facility will employ the use of resident and <br /> personnel screening; the community will be gated; all residents will have assigned parking spaces; the <br /> manager and assistant manager will both reside on the site to discourage any inappropriate behavior; <br /> each building will be equipped with fire alarms; surveillance cameras will be installed, and if needed, <br /> additional security measures such as security personnel patrolling the grounds or the use of a private <br /> security company to do unannounced visits to the site will be employed. Transportation will be available, <br /> if needed, to and from work, and services such as dining, groceries, postal, Western Union, and medical <br /> will be available at the facility. <br /> The proposed security plan has been reviewed by the County Sheriffs Office. However, via a phone <br /> conversation, the Sheriffs Office has stated to the Community Development Department that the security <br /> plan is unsatisfactory. Therefore, the Community Development Department is recommending that the <br /> project be denied based on the inability to make Finding No. 4 contained in the staff report. <br /> Traffic <br /> A traffic study was prepared by Spectrum Engineering to identify any needed mitigation measures at the <br /> Harney Lane/State Route 88 intersection, the Harney Lane/Jack Tone Road intersection, and the access <br /> location.
