Wastewater <br /> The applicant has proposed the use of an on-site domestic water and wastewater system to serve the <br /> needs of the proposed labor camp. The water system will consist of the following: an on-site well; an on- <br /> site ground storage tank; domestic booster pumps through a hydropneumatic tank to the distribution <br /> system; and fire booster pumps for hydrant flow and building sprinkler systems. Prior to construction, the <br /> system will be reviewed by the Environmental Health Division and the Fire District/Marshal to ensure that <br /> the system is adequate for the proposed project. <br /> Land Use <br /> The project is being proposed on a 20-acre area of an 80-acre parcel. To minimize impacts with the <br /> surrounding land uses, the project is proposed to be located on the middle of the parcel, approximately <br /> 1300 feet to the south of Harney Lane. The applicant has also proposed to provide a 200-foot buffer <br /> between the project and the western property line and a 500-foot buffer between the project and the <br /> southern property line. Development Title Section 9-605.2 states that a farm labor camp may be <br /> permitted in the AG-40 zone with an approved Use Permit. <br /> Neighborhood Opposition <br /> The Community Development received 100 letters in opposition to the proposed Use Permit. in <br /> summary, the opponents have raised the following concerns: <br /> 1. Increased traffic on Harney Lane; <br /> 2. Already one labor camp in the area,- <br /> 3. <br /> rea;3. Will lead to a decrease in property values; <br /> 4. Will cause social problems such as drug use, drinking, gambling, and prostitution; <br /> 5. Increased water use will overdraft the aquifer; and <br /> 6. Potential contamination of ground and surface water from sewage disposal. <br /> With respect to the potential increase in traffic, as stated above, a traffic study has been completed which <br /> concluded that the project would not adversely impact traffic conditions on area roads. <br /> The applicant is proposing to construct a package sewage treatment plant to provide sanitary sewage disposal. <br /> Prior to construction, the system will be reviewed by the Environmental Health Division and the Fire <br /> District/Marshal to ensure that the system is adequate for the proposed project.
